On April 15, 1974, the Ministry of Public Security solemnly held a ceremony to establish the Security Police force, now the Mobile Police (CSCĐ). Since then, April 15 every year has become the traditional day of the CSCĐ force.

Over 50 years of construction, fighting and growth, the Mobile Police force in the country in general and the Mobile Police of Binh Thuan Provincial Police in particular have continuously grown and matured in all aspects, achieved many achievements, and contributed to maintaining security and order in the locality.

Resounding victories

During the two resistance wars against the French colonialists and the American imperialists, the Security Police force, together with the army and people of the whole country, overcame all difficulties, hardships, and challenges, smashing all plots and tricks of the enemy to sabotage the construction of socialism in the North. The Security Police force hunted down, captured hundreds of commandos and bandits, and absolutely protected the safety of important targets, the central headquarters, and the vital routes serving the transfer of troops, weapons, and goods to the southern battlefield. Also during this period, the officers and soldiers of the Security Police did not fear danger, together with the Army and Police forces, fought bravely and steadfastly, smashing many enemy sieges, protecting the property of the State and the lives of the people, absolutely protecting the safety of the base area, participating in maintaining security and order, absolutely protecting the safety of the great victory day of the nation.

After the complete liberation of the South, the old Thuan Hai province (now Binh Thuan) had many complications in terms of political security and social order, in which the Fulro problem emerged in the ethnic minority areas. In addition, the situation of subjects fleeing abroad and invading the territory by sea was complicated; hostile forces sought every way to sabotage with many new methods and tricks; crimes and social evils tended to increase and become more complicated. Faced with the above situation, the Security Police force quickly adapted to the actual situation in the locality, proactively reviewed and grasped the area, plots, and tricks of all types of crimes, thereby building plans and measures to fight in accordance with the actual situation, determined to absolutely protect the safety of important targets of the Party and State; Effectively coordinated with security forces to participate in major projects, capturing and destroying dozens of infiltrating spy commando groups, arresting hundreds of them, and seizing dozens of tons of various weapons along with many enemy ships and equipment.

In addition, the Security Police force has always performed well in protecting the absolute safety of the province's important political, economic and cultural targets. During the protection process, hundreds of cases of target intrusion were discovered and handled, hundreds of subjects were arrested and the exhibits were handed over to the authorities for handling. At the same time, it has coordinated to ensure absolute safety for the National Party Congresses, the National Assembly elections, the Provincial Party Congresses; the elections of People's Councils at all levels and hundreds of delegations of Party, State, National Assembly and Government leaders visiting and working in the locality. In particular, it has performed well the armed combat mission, sweeping Fulro, coordinated with other forces to fight 46 battles, destroyed 68, captured 1,786; called 668 to surrender, dismantled 135 bases, collected 121 guns, 56 mines, grenades, thousands of bullets of various types and many other operating tools; Disintegrated 3 bases, 1 regimental frame, 3 Fulro battalions.

After the separation and re-establishment of the province, despite the extremely difficult conditions and circumstances, and the lack of combat equipment, with the attention of leaders at all levels, the Mobile Police force has made constant efforts, overcome difficulties, strived to rise up, demonstrated its pioneering role in assigned fields and tasks, contributing to maintaining political security and ensuring social order and safety in the province. Thereby, hundreds of cases have been detected and handled, hundreds of subjects of theft, robbery, snatching, disturbing public order, illegal racing, resisting law enforcement officers, organizing gambling, buying, selling, illegally storing and using drugs, etc. have been handed over to the authorities for investigation and handling according to the provisions of law.

Continuing history in peacetime

In recent years, the security and order situation in Binh Thuan has been maintained stable, the economy has developed. The province has increasingly attracted a large number of people and domestic and foreign enterprises to invest, visit, travel, and relax, especially investing in technical infrastructure projects, establishing new residential areas, urban areas, tourist areas, and industrial parks. However, the above advantages have also caused land disputes, compensation and clearance complaints, environmental pollution, etc. to become more complicated; some subjects have taken advantage of complaints and denunciations to gather crowds to incite and incite disturbances to security and order at the offices of the Provincial Party Committee and Provincial People's Committee. Accordingly, implementing the direction of the Provincial Police leaders, the Mobile Police Department has proactively deployed a plan to handle the situation, and at the same time coordinated with functional units to synchronously implement professional measures, mobilize and persuade people to strictly comply with the provisions of the law on ensuring public order and immediately stop violations, stabilize the situation, not let it develop into a long-lasting complicated hot spot, and ensure normal operations in the workplace.

In order to proactively carry out assigned tasks in preventing and combating riots, terrorism, suppression, arresting subjects, rescuing hostages... the Mobile Police force always focuses on developing plans and training plans and regularly increases forces for units and localities to practice and situations under the direction of the Provincial Police leaders to promptly prevent and handle possible incidents, not allowing complicated situations to last long, which is highly appreciated by the leaders of the Ministry of Public Security, the Provincial Party Committee and the Provincial People's Committee. In addition, the Mobile Police force always excellently completes the coordination work, supporting professional units to fight special projects, prevent and combat all types of crimes to ensure security and order in the province; deploying to carry out regular and unexpected tasks, the Mobile Police force always affirms its leading role, taking the lead in ensuring security and order, trusted by the people, recognized and commended by authorities at all levels.

Over the past 50 years of fighting, building and growing, the National Mobile Police Force in general and the Binh Thuan Mobile Police Force in particular have performed well their functions and tasks in serving the Party, the State and the people. The Mobile Police Force has affirmed its essential position in all activities of the People's Public Security Force; worthy of the title "Iron Fist" in the fight against crime.
