Require verification of personal information of securities transaction participants before November 30

On September 23, the Government Office conveyed the direction of Deputy Prime Minister Tran Luu Quang requesting ministries, branches and localities to urgently review and implement tasks that are behind schedule according to the assessment of the Ministry of Public Security, and be responsible to the Prime Minister for tasks that do not ensure the implementation roadmap of Project 06 - Project on developing applications of data on population, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025. In which, it requires authentication of personal information of securities traders.

Information of securities trading participants must be authenticated with the National Population Database.

Specifically, the Ministry of Finance is assigned to direct the State Securities Commission, the Stock Exchange and the Vietnam Securities Depository and Clearing Corporation to connect the National Population Database, the electronic identification and authentication system. At the same time, review, authenticate and clean up information data on securities trading participants (including information on relatives participating in securities trading). Report to the Prime Minister on the implementation results before November 30.

According to the Vietnam Securities Depository and Clearing Corporation, by the end of August, there were more than 7.6 million securities trading accounts of domestic investors. This includes 7.59 million individual investor accounts and 15,631 institutional investor accounts. In addition, there are 44,431 foreign investor accounts, including 39,943 individual accounts and 4,488 institutional investor accounts.

Deputy Prime Minister Tran Luu Quang also requested the Ministry of Public Security to preside with the Ministry of Information and Communications, Ministry of Construction, Ministry of Natural Resources and Environment to study and add national digital address information to the national population database; integrate personal, organizational and business electronic identification accounts with the national real estate trading floor, the national land database system and banks.
