Hai Hau district has 21 communes: Hai Chau, Hai Hoa, Hai Phu, Hai An, Hai Tay, Hai Tan, Hai Ninh, Hai Duong, Hai Nam, Hai Loc, Hai Phong, Hai Hung, Hai Quang, Hai Minh, Hai Xuan, Hai Giang, Hai Son, Hai Dong, Hai Anh, Hai Trung, Hai Long and 3 towns: Thinh Long, Yen Dinh, Con.
Nam Truc district has 10 communes: Nam Tien, Nam Cuong, Nam Thai, Nam Hong, Nam Hoa, Nam Hai, Nam Dien, Dong Son, Nghia An, Tan Thinh and Nam Giang town.
Nghia Hung district has 17 communes: Nghia Thang, Nghia Loi, Nam Dien, Dong Thinh, Hoang Nam, Nghia Chau, Nghia Thai, Nghia Trung, Nghia Son, Nghia Lac, Nghia Hong, Nghia Phong, Nghia Phu, Nghia Lam, Nghia Hung, Nghia Hai, Nghia Thanh and 3 towns: Rang Dong, Lieu De, Quy Nhat.
Previously, the Provincial People's Committee issued Plan 139/KH-UBND dated October 16 on implementing the National Criteria for Commune Health in the period up to 2030 in the area. The goal is to strive for 90% of communes, wards and towns in the province to be recognized as meeting national criteria for health by 2026. By 2028, all communes, wards and towns in the province will be recognized as meeting national criteria for health.
