In the context of the banking industry restructuring towards improving operational efficiency and strengthening adjustments and rearrangements of the network in accordance with the adjustment of boundaries and administrative units at all levels, Agribank - the leading State-owned commercial bank in Vietnam - continues to affirm its key role in investing in the agricultural and rural sectors through promoting network restructuring, streamlining the organizational apparatus, making the most of available resources to focus on prioritizing the development of the "Tam Nong" area.
During the days from September 30 to October 1, 2025, Party Secretary, Chairman of the Board of Members of Agribank To Huy Vu and the working delegation of the Head Office had a working program with 03 branches in Nghe An province including Tay Nghe An, Nam Nghe An and Nghe An branches to promptly grasp the operational situation in the first months of 2025 and the implementation of network arrangement of branches in the area according to the Agribank restructuring plan associated with bad debt settlement in the period 2021-2025.
Within the framework of the working program, the Chairman of Agribank directly grasped and directed the opening of the Do Luong II Nam Nghe An Branch (under the Nam Nghe An Branch) and Vinh Nghe An Branch (under the Nghe An Branch).
Promoting network expansion in the "Tam Nong" area - a strategy suitable to local realities
Immediately after the State Bank approved the Agribank restructuring plan associated with bad debt settlement for the 2021-2025 period, Agribank has synchronously applied many measures to improve the quality of operations of the entire system, focusing on and promoting network restructuring, streamlining the organizational apparatus, and reorganizing personnel so that each resource is fully utilized.
Circular 32 of the State Bank, effective from August 15, 2024, has created favorable conditions for Agribank to restructure and rearrange its network of operations more scientifically and effectively. The regulation allowing the change of Branch locations between provinces/cities has especially removed difficulties and obstacles, creating a premise for Agribank to flexibly deploy, in accordance with practice and in accordance with legal regulations in arranging and rearranging the network of Branches and Deputy Directors nationwide.
This not only ensures improved operational efficiency but also timely meets the requirements and strategic business goals of Agribank in the new period.
Therefore, based on the assessment of the local socio-economic characteristics, Agribank determined that expanding the network of branches and transaction offices to mountainous and disadvantaged areas is not only a political task, but also a strategic step to maintain market share, improve customer service efficiency and contribute to rural economic development.

For Nghe An province - a land with great development potential and the largest area in Vietnam (nearly 16,500 km²), the GRDP growth rate ranks second in the North Central region and 13th in the country. Nghe An is one of 11 provinces that retain the same administrative level - a testament to its potential and development prospects. In particular, according to the plan until 2030, Vinh city and the Southeast Economic Zone will become smart cities, growth poles of the whole region.
Currently, in Nghe An province, Agribank's network includes 03 Type I branches, 19 Type II branches and 47 transaction offices. In 2025, based on the assessment of the socio-economic situation, the maximum support and facilitation from the Provincial Party Committee and the People's Committee of Nghe An province, Agribank's Board of Directors has selected and decided to supplement and strengthen the network of branches and transaction offices in rural and mountainous areas of Nghe An province.

This aims to support farmers, cooperatives, and small and medium enterprises in accessing capital and applying technology in production and business, thereby contributing to increasing income and sustainable economic development in the area.
Accordingly, the addition of 2 small-scale, inefficiently operating type II branches in Nha Trang city to Nghe An province - a locality with much room for development - and restructuring them into 2 type II branches under Agribank in Nghe An province, namely Vinh Nghe An Branch (belonging to Nghe An Branch) and Do Luong II Nam Nghe An Branch (belonging to Nam Nghe An Branch) is completely necessary, reasonable and has a long-term strategic nature. It demonstrates Agribank's determination to fulfill its mission of becoming a leading bank, a key bank in serving agriculture, farmers, rural areas and bringing a prosperous life to customers.
Affirming the role of a key bank in the "Agricultural and Rural Development" sector
The network development strategy in Nghe An is part of Agribank's major orientation nationwide, aiming to realize the Party and State's policy on agricultural, farmer and rural development. With a network of nearly 2,300 branches and transaction offices nationwide, most of which are concentrated in rural areas, Agribank holds the leading position in providing credit and banking services to the "pillar of the economy" area, accounting for 65% of the population and 30% of the country's GDP.
The research on the structure and rearrangement of the network of Branches and Transaction Offices in Nghe An province is not beyond the goal of developing Agribank's network to quickly take the lead, proactively occupy and expand market share in the region, while promptly meeting the increasing demand for banking products and services of people and businesses, thereby contributing to significantly improving the operational efficiency of Branches and Transaction Offices.

The restructuring and reorganization of Agribank's network in Nghe An province also demonstrates a deep commitment and high responsibility in accompanying and actively supporting the socio-economic development strategy of Nghe An province in many aspects:
Firstly, develop a modern agricultural economy, linked to value chains and digital transformation. Nghe An has advantages in terms of area, labor, and production traditions. Agribank commits to prioritizing credit capital for clean agriculture, organic agriculture, and high-tech agriculture.
Second, promote industrialization and urbanization associated with regional connectivity. Nghe An, with its role as the “gateway to the North Central region,” connects the East-West economic corridor, closely connects with Thanh Hoa, Ha Tinh and neighboring countries such as Laos and Thailand. Agribank will accompany in providing credit and digital banking services to industrial, logistics and international trade enterprises and be a bridge to help Nghe An province’s enterprises reach out to the world.

Speaking at the opening ceremony of Vinh Nghe An Branch (under Nghe An Branch) and Do Luong II Nam Nghe An Branch (under Nam Nghe An Branch), Mr. To Huy Vu - Chairman of Agribank believed that the Branches' Board of Directors would demonstrate the highest sense of responsibility, strong determination and solidarity to put the Branches into operation effectively, safely and sustainably right from the beginning.
