An Giang: Proposal to convert forests to implement waste plant, cemetery, and reservoir projects

On the afternoon of September 19, the Economic - Budget Committee chaired and coordinated with the Committees of the An Giang Provincial People's Council to review draft resolutions on changing forest use purposes to implement urgent projects, to be submitted to the 3rd Session of the 10th Provincial People's Council.

The meeting examined 5 draft resolutions deciding on the policy of changing the purpose of forest use to other purposes to implement the project: An Thoi domestic solid waste treatment plant; construction of a radar station on Tho Chau island; investment in Cua Can Lake; Ham Ninh resettlement area; expansion of Phu Quoc City People's Cemetery (now Phu Quoc special zone, An Giang province).

According to the report of the People's Committee of An Giang province, the proposed forest area for conversion includes: 4.22 hectares in Suoi Lon quarter (Phu Quoc special zone) to build An Thoi solid waste treatment plant; 4.42 hectares in Suoi May quarter (Phu Quoc special zone) to expand Phu Quoc City People's Cemetery; 220.28 hectares to invest in Cua Can reservoir to serve the 2027 APEC Conference; 74.94 hectares to build Ham Ninh resettlement area, part of the group of works serving the 2027 APEC Conference in Phu Quoc.

Delegates spoke and contributed comments on the review.

Representatives of the Department of Agriculture and Environment clarified some issues raised by delegates.

Through the review, the delegates concluded that changing the purpose of forest use to implement the above projects is necessary. In particular, the An Thoi Domestic Solid Waste Treatment Plant project is urgent, aiming to handle the volume of daily domestic waste generated, contributing to environmental protection and public health, towards sustainable development.

Regarding the project to expand the People's Cemetery of Phu Quoc City, delegates said that this is a practical and urgent need, because the land fund for the cemetery is almost exhausted, while this is the only cemetery in the area...

Delegates requested the drafting agency to supplement the environmental impact assessment report for each project; ensure the conversion of forest use purposes in accordance with the planning, and at the same time carry out replacement forest planting according to regulations...
