Skillful mobilization from the grassroots

In 2018, in Son Nam hamlet, Hon Dat commune, many women faced difficulties due to lack of capital for production. In this situation, the Women's Union of the hamlet mobilized to establish a revolving capital contribution model to develop the family economy . Initially, each member contributed 100,000 VND/month, then increased to 500,000 VND, creating a source of capital for women to borrow without interest to invest in production.

Ms. Hoang Thi Chien, residing in Son Nam hamlet, Hon Dat commune, takes care of her family's clean vegetable garden.

Thanks to small but timely capital, many women have escaped poverty sustainably. Ms. Hoang Thi Chien, 61 years old, living in Son Nam hamlet, used to be a poor household, and was supported with 1.5 million VND to buy seeds and rent more land to grow clean vegetables. From struggling to get rice for each meal, Ms. Chien now has an income of about 10 million VND/month, building a new house.

From 18 initial members, the Son Nam Hamlet Women's Union now has 52 members with a total revolving capital of 430 million VND, helping 6 households escape poverty. Ms. Doan Thi Hoan, Secretary and Head of Son Nam Hamlet, said: "The hamlet has 284 households, of which 194 households participate in the union. Thanks to this model, the poverty rate in the hamlet has decreased to 0.02%".

Commune officials enthusiastically support people with administrative procedures, demonstrating the spirit of "Friendly Government serving the People".

In addition, localities in An Giang province have implemented the model of “Friendly Government for the People to Serve”, creating a clear change in administrative reform. Many administrative procedures that previously took many days have now been significantly shortened, the process of handling documents is public and transparent, helping people reduce hassle, save time and travel costs.

In many communes and wards, administrative offices have invested in spacious facilities, have information desks, clean waiting rooms, and serve free drinks and cakes to people when they come to complete procedures.

In particular, the staff enthusiastically supported the registration of electronic identification and operations on the online public service portal. Thanks to that, the rate of online applications increased, and the level of satisfaction of the people was increasingly raised. More importantly, the working style of the staff changed towards being closer, more open-minded, and valuing dialogue.

Many people's pressing issues are handled right at the grassroots level, reducing prolonged complaints. The image of the government "close to the people, respecting the people, serving the people" is increasingly spreading, strengthening people's trust in the Party and the State.

Spread across many fields

Not only in Hon Dat or in the government apparatus, the movement "Skilled mass mobilization" spread throughout the province. Judicial agencies organized legal propaganda and held mock trials to raise public awareness. Armed forces maintained the Army-Civilian Tet movement, actively participated in rescue, disaster prevention and control, and closely associated with the people.

The Fatherland Front and socio -political organizations have promoted their bridging role well, implementing many meaningful movements such as the whole people uniting to build new rural areas, civilized urban areas, exemplary veterans, 5 no's, 3 clean families, etc., thereby contributing to taking care of social security and consolidating the great national unity bloc.

In the coming time, the Propaganda and Mass Mobilization Department of An Giang Provincial Party Committee will continue to replicate effective models, innovate propaganda methods, apply digital transformation in grasping public opinion and interacting with people, linking the emulation movement "Skilled Mass Mobilization" with the construction of new rural areas, advanced new rural areas, and model new rural areas in the entire political system; mobilize all classes of people to actively participate in patriotic emulation movements, campaigns, and national target programs to build new rural areas, civilized urban areas, and maintain national defense and security.

Promote all potentials and intelligence of the people to contribute to society, the homeland and the country; actively propagate, commend and replicate models and typical examples of mass mobilization work. With the consensus of the people and the determination of the entire political system, An Giang is confident in successfully implementing the Resolution of the 1st Provincial Party Congress, term 2025-2030, towards the goal of "One An Giang - One vision - One will - One belief in victory".

  Currently, An Giang has 69/85 communes meeting new rural standards, 9 communes meeting advanced new rural standards and 1 model commune. The poverty rate has decreased to 1.27%. The political system at all levels has deployed 8,889 grassroots-level skillful mass mobilization models, 3,682 commune-level models and 2,222 provincial-level models. In 2024 alone, 18 typical models will be commended and rewarded. This is proof of the effectiveness of mass mobilization work in the new situation.
