The plan aims to check and ensure that children's toys circulating on the market for the Mid-Autumn Festival in 2025 have quality in accordance with the provisions of the Law on Product and Goods Quality and safety requirements as prescribed in the National Technical Regulation on Safety of Children's Toys; enhance the responsibility of organizations and individuals producing and trading children's toys in ensuring quality in accordance with the provisions of law; promptly detect and handle violations of the quality of children's toys circulating on the market.

The inspection team focused on the following contents: Implementation of Circular No. 01/2024/TT-BKHCN dated January 18, 2024 of the Minister of Science and Technology regulating state inspection of the quality of goods in circulation on the market; Circular No. 24/2023/TT-BKHCN dated December 29, 2023 of the Minister of Science and Technology regulating state inspection of product and goods quality in production under the management responsibility of the Ministry of Science and Technology; Decree No. 132/2008/ND-CP dated December 31, 2008 of the Government detailing the implementation of a number of articles of the Law on Product and Goods Quality, amended and supplemented by Decree No. 74/2018/NDCP and related legal documents. Inspection of product and goods labeling, including mandatory contents shown on product labels; Warning information about potential safety hazards; applicable published standards, conformity marks, conformity marks; codes, barcodes, traceability of products and goods according to regulations. Checking the quality of products and goods, including: Sensory assessment, random sampling for testing (when necessary).
The inspection is carried out directly at the manufacturing, importing, wholesale and retail establishments of children's toys; supermarkets; large stores; wholesale markets in the wards of Kinh Bac, Tu Son, Bac Giang , Nenh, Thuan Thanh.
The inspection period is from October 1, 2025 to October 10, 2025. The Department of Science and Technology shall preside over and coordinate with relevant agencies and units to organize the implementation of this Plan to ensure quality and effectiveness; issue a written request to units and localities (including: Department of Industry and Trade; Department of Health; Department of Education and Training, Provincial Police, People's Committees of wards: Kinh Bac, Tu Son, Bac Giang, Nhenh, Thuan Thanh) to send officers to participate in the Inspection Team, and proactively issue a Decision to establish the team according to regulations; synthesize and report the inspection results to the Ministry of Science and Technology and the Chairman of the Provincial People's Committee according to regulations.
The Departments of Industry and Trade; Education and Training; Health; Provincial Police and People's Committees of wards: Kinh Bac, Tu Son, Bac Giang, Nenh, Thuan Thanh send relevant specialized officers from their agencies and units to participate as members of the Inspection Team at the request of the Department of Science and Technology...
