Bac Ninh strengthens state management in the field of hydrometeorology.

Specifically, Vice Chairman of the Provincial People's Committee Dao Quang Khai assigned the Department of Agriculture and Environment to preside over the appraisal of dossiers for granting, extending, amending, supplementing, suspending, terminating, revoking, and re-granting licenses for hydrometeorological forecasting and warning activities in the province for organizations and individuals under the licensing authority of the Provincial People's Committee.

Timely update of water level warning information on rivers corresponding to flood warning levels.

Organize the development and submit to the Provincial People's Committee for promulgation of regulations on water levels corresponding to flood warning levels at locations under its management. Urge and inspect the implementation of regulations on providing hydrometeorological information related to the operation of reservoir owners during flood season according to the provisions of law.

Monitor and evaluate the exploitation and use of meteorological and hydrological disaster forecast and warning information to serve socio- economic development and natural disaster prevention and control in the area; appraise, examine and evaluate the exploitation and use of meteorological and hydrological information and data in strategies, planning, plans, programs and projects for socio-economic development.

Monitor, supervise and evaluate climate change adaptation and greenhouse gas emission reduction activities at the local level under its management authority. Organize inspections of the reception, transmission and distribution of meteorological and hydrological forecasts and warnings in the province and within its management scope. Promote digital transformation in the field of meteorology and hydrology, and build a meteorological and hydrological database in the province.

The Provincial Military Command coordinates with relevant departments, agencies and localities to monitor and grasp the developments of weather, hydrology and natural disasters in the province, on that basis, advise the Provincial People's Committee on plans to prevent, combat and overcome consequences and damage caused by natural disasters.

Bac Ninh Provincial Hydrometeorological Station conducts forecasting and warning of hydrometeorology, hydrometeorological disasters and determines the level of natural disaster risks according to regulations in the province; provides and guides the use of forecasting and warning information on hydrometeorology, hydrometeorological disasters for state management agencies and mass media agencies according to the provisions of law.

Apply technical and technological advances to improve the quality of hydrometeorological forecasts and warnings, hydrometeorological natural disasters; issue additional specialized hydrometeorological forecasts and warnings according to the requirements and directions of the Provincial People's Committee.

Coordinate with the Department of Agriculture and Environment to carry out propaganda and dissemination of knowledge and legal documents on hydrometeorology to units, organizations and individuals with specialized hydrometeorological monitoring works in the province.

The People's Committees of communes and wards shall implement the direction and guidance of the Provincial People's Committee and relevant agencies in the state management of hydrometeorological activities and tasks of natural disaster prevention and control in the management area. Closely monitor the forecasts and warnings of hydrometeorology and hydrometeorological disasters on the mass media to direct local production and life activities.

Other relevant departments, agencies, organizations and individuals, according to their functions and duties, are responsible for coordinating when directed by competent authorities.
