On the afternoon of October 5, according to the Office of the Department of Education and Training of Bac Ninh, the Department sent a document to its affiliated units and educational institutions in the province to deploy measures to respond to storm No. 11 (Storm Matmo).
According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the evening and night of October 5, storm Matmo will affect the sea area of Quang Ninh - Ninh Binh with winds gradually increasing to level 6-8, the area near the storm's center will have level 9-10, the inland area in the Northeast will have strong winds of level 6, some places will have level 7, gusting to level 8-9. In Bac Ninh province, it is forecasted that from the morning of October 6 to the end of October 7, there will be a possibility of moderate to heavy rain in Bac Ninh province, some places in the eastern part of the province will have very heavy rain, the heavy rain will be concentrated during the day.
In the context that localities in the province have just been affected by storms No. 9, 10 and 11 that appeared consecutively, while the work to overcome the consequences of the previous storms and floods has not been completed, this is a form of double natural disaster (storm on storm, flood on flood), with a very high risk of flash floods, landslides in mountainous areas and flooding in urban areas and low-lying areas, threatening the safety of the traffic system, dykes, dams, especially damaged works that have not been promptly repaired.
To deploy response measures to storm No. 11 (Matmo), the Department of Education and Training requested heads of units to strictly implement Official Dispatch No. 1753 (dated October 2, 2025) of the Ministry of Education and Training and documents and instructions of Bac Ninh province on the plan for natural disaster prevention and control (PCTT) and search and rescue (TKCN) of the education sector in 2025; assign and assign tasks to members of the PCTT-TKCN Committee; develop plans for flood and storm prevention, natural disasters, TKCN, and rescue of the unit.
At the same time, closely monitor forecasts and warnings of storms, thunderstorms, tornadoes, heavy rains, risks of floods, inundation, flash floods, landslides and provide timely and complete information to staff, teachers, employees, parents and students to proactively prevent. Organize 24/24 hours on duty during Storm No. 11 and other extreme weather conditions.
Maintain regular contact with the PCTT and TKCN Command Board, relevant agencies, and local rescue forces to promptly respond in case of incidents. In addition, establish an information channel with parents to manage students, minimizing risks caused by natural disasters.
The Department of Education and Training noted that units and schools should proactively develop plans to ensure school safety; proactively develop plans for students to stay home from school to avoid storms; strengthen inspections of storm and flood prevention and control work; be ready to receive people to take shelter from storms in schools to ensure safety; be ready with plans to relocate assets, machinery, equipment, tables and chairs, records, documents, books, etc. to places without risk of flooding to avoid damage, loss, and minimize damage caused by storms, especially at educational institutions at high risk of deep flooding, flash floods, and landslides.
"Absolutely do not be subjective, negligent, or slow in leading and directing the implementation of storm and flood response. Have a plan to overcome damage (if any); clean and sanitize schools and classrooms immediately after the storm ends to ensure safety, cleanliness, and disease prevention..." - the Department of Education and Training stated.
