Lessons learned from inspection and supervision work

In the 2020-2025 term, the work of inspection, supervision and enforcement of Party discipline in Ham Tan District Party Committee continued to be innovated, achieving many positive results. The District Party Committee strictly handled Party organizations and Party members who violated Party discipline and order. Many lessons were drawn from this practice.

Be proactive in inspection and supervision

Ham Tan Party Committee identifies inspection and supervision as one of the important tasks to promptly lead and direct the implementation of the district's political tasks. Therefore, in recent years, the District Party Committee has focused on and strengthened this work to promptly maintain Party discipline and order, promote the State's laws in conjunction with educating and fostering the personality and revolutionary ethics of cadres and Party members in the district.

Ham Tan District Party Committee said that from 2011 to the end of 2023, the District Party Committee and the Standing Committee of the District Party Committee inspected 241 organizations, supervised 137 organizations and 115 party members; the District Party Committee's staff inspected 120 organizations, supervised 21 organizations and 8 party members; the grassroots Party Committee inspected 744 organizations, supervised 402 organizations and 295 party members. At the same time, the District Party Committee and the Standing Committee of the District Party Committee directed the District Party Committee's Inspection Committee to promptly conduct inspections when there were signs of violations against 21 party organizations. The inspection contents focused on: Lack of responsibility in work, loss of internal solidarity, abandonment of party activities, violation of the principle of democratic centralism; making decisions on cadre work beyond their authority. At the same time, inspections were conducted when there were signs of violations against 128 party members, with contents such as: Things party members are not allowed to do, lack of responsibility, moral qualities and lifestyle, land sector, compliance with the principle of democratic centralism, regulations on internal political protection; implementation of things party members are not allowed to do... Also during this period, the District Party Committee's Inspection Committee and the Party Committee's Inspection Committee inspected 250 organizations and 15 party members; supervised 103 organizations and 94 party members revolving around the content of preventing and combating corruption and waste associated with the implementation of Directive No. 40-CT/TU...

According to the assessment, most of the inspections had violations, to the extent that disciplinary action was required and were conducted according to procedures, ensuring proper authority. Through the inspection, the District Party Committee's Inspection Committee disciplined 2 organizations (in the form of reprimand); disciplined 82 cases, including 48 reprimands, 18 warnings and 16 expulsions.

To achieve the above results, Ham Tan Party Committee believes that Party committees at all levels in the district have focused on leading and thoroughly raising awareness of strengthening inspection, supervision and Party discipline. At the same time, they have been proactive in advising the Inspection Committees at all levels on inspection and supervision work; well implementing the coordination relationship between the Party's inspection and supervision work and the inspection, supervision and audit work of mass organizations and State agencies. In addition, one of the experiences that helped Ham Tan District Party Committee achieve results in inspection and supervision work is that the Party Committee has regularly paid attention to the organization of the apparatus and cadres of the inspection sector; well combining the training, cultivation and setting of examples of cadres and Party members with strengthening Party discipline, especially cadres doing inspection and supervision work of the Party with emulation and reward work.

Extensive monitoring and focused inspection

It can be said that, throughout the process of leading the revolution, along with building a strong Party in politics, ideology and organization, our Party and President Ho Chi Minh always attached special importance to the work of inspection and supervision, considering it an important leadership function of the Party. Clearly identifying this guideline, in the coming time, the District Party Committee and the Standing Committee of the Ham Tan District Party Committee will continue to strengthen political and ideological education , improve the quality of disseminating the Resolutions, Directives and Regulations of the Party so that Party organizations and cadres and Party members can grasp and comply well. The District Party Committee will step up propaganda on the work of inspection, supervision and discipline of the Party; enhance the role, responsibility, effectiveness and quality of inspection and supervision work in the Party. At the same time, proactively prevent and stop violations from occurring or not allowing them to recur; Creating unity of perception and action in inspection and supervision work is truly a role in promoting the completion of main tasks, focusing on inspection results to overcome shortcomings and problems after inspection.

Also according to the Party Committee of Ham Tan district, this locality will strengthen coordination with agencies, departments, branches and organizations in the process of performing the Party's inspection and supervision tasks, especially inspecting and supervising the leadership and direction to overcome the limitations and shortcomings pointed out after the review in the spirit of Resolution 4 of the Central Committee (11th tenure), Resolution 4 of the Central Committee (12th tenure), Resolution 4 of the Central Committee (13th tenure) on Party building, associated with promoting the implementation of Regulation 101-QD/TW of the Central Committee Secretariat on the exemplary responsibility of cadres and party members, especially key cadres at all levels; Regulation No. 55-QD/TW of the Politburo on a number of tasks that need to be done immediately to strengthen the exemplary role of cadres and party members and Directive No. 05-CT/TW of the Politburo (12th tenure) on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; implementing the principles of democratic centralism, collective leadership, and individual responsibility; on personnel work; on regulations on what party members are not allowed to do; on preventing corruption and waste. Implementing well the basic principles of inspection and supervision work, linking supervision with inspection, early detection, prevention, and resolution from the very beginning; Inspection must have a focus, key points, supervision must be expanded to prevent and not let shortcomings and violations occur; must rely on the self-awareness of the Party organization and party members, do a good job of investigation and verification; the implementation process must be public, democratic, objective, cautious, and strict.

In particular, the leadership method of the Party Committee and the Inspection Committee will be innovated in the inspection and supervision work; the inspection and supervision work must be carried out comprehensively, synchronously and regularly by the Party Committee and the Inspection Committee according to the motto "Supervision must be expanded, inspection must have focus and key points"; closely combine prevention and handling of violations; strengthen regular supervision, carry out thematic supervision in sensitive areas, prone to violations such as: Land, mineral resources, projects, construction, finance, handling of petitions, complaints and denunciations of citizens...
