Continue to review and supplement the draft Decree on safety management of dams and reservoirs

(Baothanhhoa.vn) - On the afternoon of July 31, comrade Tran Hong Ha, member of the Party Central Committee, Deputy Prime Minister chaired a national online conference with ministries, branches and localities on the draft Decree replacing Decree 114/2018/ND-CP dated September 4, 2018 of the Government on the safety management of dams and reservoirs.

After 6 years of implementation, Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government on dam and reservoir safety management has created a change in the awareness and responsibility of the political system, strengthening the effectiveness of state management, enhancing responsibility in dam and reservoir safety management. Administrative procedures are regulated in a simple and clear manner, helping organizations and individuals to implement smoothly.

However, the implementation of the Decree also raises overlapping and inconsistent issues in the legal document system and issues that are not suitable to reality, causing difficulties and inadequacies that need to be promptly amended and supplemented.

The content of the draft Decree inherits part of Decree No. 114/2018/ND-CP and amends and supplements existing regulations in the direction of eliminating some unnecessary procedures and simplifying some documents and procedures.

The new decree will regulate administrative procedures in a minimalist manner, thereby reducing the volume and complexity of work while still ensuring safety in the management, exploitation and protection of dams and reservoirs.

Concluding the conference, Deputy Prime Minister Tran Hong Ha assigned the Ministry of Agriculture and Environment to coordinate with relevant ministries, sectors, and localities to continue reviewing and perfecting the draft Decree according to the legal system, mechanisms, and policies related to water security and dam and reservoir safety to ensure consistency and feasibility. Research, develop, and perfect policies to mobilize resources to carry out tasks of ensuring water security and dam and reservoir safety...

On that basis, the Ministry of Agriculture and Environment urgently drafted a Decree amending and supplementing a number of articles of Decree No. 114/2018/ND-CP dated September 4, 2018 of the Government on the management of dam and reservoir safety to ensure strictness, efficiency, feasibility, and compliance with legal provisions.
