The Provincial People's Council's Ethnic Council improves the quality of its audit activities.

(Baothanhhoa.vn) - Since the beginning of the 2021-2026 term, the Ethnic Council of the Provincial People's Council has continuously researched and improved working methods, and enhanced the quality of reviewing submissions, reports, and draft resolutions, especially draft resolutions that are legal documents expected to be submitted at the sessions of the Provincial People's Council.

The Ethnic Council of the Provincial People's Council supervises the implementation of projects in Nhu Thanh district (now Nhu Thanh commune).

Based on the assignment of the Provincial People's Council Standing Committee, the committee has developed a review plan and assigned responsibilities to each member. Before conducting the review, the committee coordinated with the Office of the National Assembly Delegation and the Provincial People's Council to assign staff and support units to proactively request the Provincial People's Committee and relevant agencies to send reports and submissions with attached files and documents; at the same time, clearly identify the subjects, scope, collect information and documents related to the issues to be reviewed. In addition, the committee also increased surveys, grasped the situation, researched documents, and compared the reporting data of the agencies. The review content focused on issues such as: the authority to issue, consistency with the legal system, conformity with the Party's guidelines and policies, the actual situation and conditions of the province, and the feasibility of implementing the resolution.

During the review sessions, the committee invited the Standing Committee of the Provincial People's Council and leaders of specialized agencies with in-depth knowledge of the field and content to participate in the review; spent a lot of time listening to the drafting agencies explain and clarify the contents, issues with many different opinions and the discussion and criticism of the committee members. After the review sessions, based on the comments of the members, the committee requested the drafting agency to receive, revise and resubmit for further consideration and consensus before developing and signing the review reports to be submitted to the session. Accordingly, the review work of the committee in the past time has always ensured compliance with legal regulations, creative application, appropriateness to the practical situation of the locality and ensuring practicality and effectiveness; the quality of the review reports at the session has been increasingly improved. In particular, it has assessed and analyzed the limitations, pointed out the causes and made specific proposals and recommendations; clearly state the views, opinions and criticism of the committee to serve as a basis for delegates to discuss and conduct questioning activities, consider the authenticity, legality and feasibility of reports and submissions at the meeting.

Specifically, at the 27th Session of the 18th Provincial People's Council, the Ethnic Committee examined the submissions and draft resolutions submitted at the session, such as: Adjusting the investment capital plan from the central budget for the period 2021-2025; adjusting the list and name of projects under the National Target Program for socio -economic development in ethnic minority and mountainous areas for the period 2021-2030, phase I: from 2021 to 2025. Stipulating the authority to decide on liquidation of planted forests owned by the entire people under the management of the locality... In the review reports, submissions and draft resolutions, the committee provided the legal basis, the necessity of issuing the resolution, commented on the feasibility of the resolution and proposed the Provincial People's Council to decide.

Along with the work of reviewing reports and draft resolutions, the Ethnic Committee of the Provincial People's Council also performs the tasks of regular supervision and thematic supervision. The supervision work at the grassroots level is selected with a focus, limiting overlap in time and location of supervision, not affecting the activities of the agencies and units subject to supervision. Through supervision, the Committee has promptly detected problems, shortcomings, difficulties and limitations to make recommendations and propose competent agencies to amend, supplement or issue new policies in accordance with reality, meeting the needs and aspirations of voters and people, especially the implementation of policies for ethnic minorities, remote and border areas in the province.

Promoting the achieved results, the Ethnic Committee of the Provincial People's Council continues to strictly implement the process and procedures for appraisal. At the same time, strengthen coordination with the Provincial People's Committee and relevant agencies, ensure the submission of draft reports, submissions, and resolutions on time as prescribed so that members have enough time to research and study as a basis for building quality appraisal reports. Along with that, promote the sense of responsibility of each member in researching and collecting information on contents related to the appraisal field.
