Before March 31, 2024, issue a Job Position Project to reform wages.
The document stated that the Ministry of Home Affairs has issued a Circular providing guidance on positions of civil servants in leadership and management; shared professional expertise; support and service in administrative agencies and organizations; and positions of shared professional professional titles; support and service in public service units and a Circular providing guidance on determining the structure of civil servant ranks.
Currently, 20/20 ministries and branches have issued Circulars guiding on professional civil servant job positions and 15/15 ministries and branches have issued Circulars guiding on leadership and management job positions, professional job titles and staff structure according to job titles in public service units.
Building and managing job positions is difficult, sensitive and complicated, but it is a political task that must be carried out, contributing to streamlining the apparatus, reducing staff, restructuring and improving the quality of the team of cadres, civil servants and public employees, which is the basis for implementing the salary reform policy from July 1, 2024, creating motivation and promoting the creativity and enthusiasm of the team of cadres, civil servants and public employees when performing public duties.
Thus, the job position project is the basis for salary reform from July 1, 2024.
In order to synchronously deploy the construction and management of job positions in ministries, branches and localities, the Deputy Prime Minister requested Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally-run cities to directly direct the construction of the Project and approve job positions of their agencies and units, proactively choose appropriate implementation methods, promote decentralization within the framework of legal regulations, ensure compliance with the policies and principles of the Central Government, at the same time, ensure flexibility, the spirit of solving difficulties as they arise, not being perfectionist but not being subjective or superficial, the goal is to achieve the highest quality, ensuring completion before March 31, 2024.
Ministries, branches and localities continue to develop the Job Position Project. In case of any problems, they must promptly summarize and send them to the Ministry of Home Affairs and the Ministries managing the branches and fields before December 18, 2023 for answers and guidance.
The Deputy Prime Minister requested ministries, branches and localities to strengthen multi-dimensional coordination, vertically and horizontally, top-down, between the Central Government and localities, between ministries, branches and between localities in implementation, especially exchanging experiences, difficulties, problems and solutions.
For unclear, inconsistent, and inconsistent contents in the Circulars guiding job positions, the Ministry of Home Affairs and the Ministries managing the sectors and fields will proactively and actively coordinate to find solutions while these Circulars have not been amended or supplemented, ensuring smooth implementation.
Implement salary reform from July 1, 2024 with 5 new salary tables
On November 10, 2023, the National Assembly passed Resolution 104/2023/QH15 on the 2024 state budget estimate, which includes salary reform.
Specifically, from July 1, 2024, comprehensive reform of wage policy will be implemented according to Resolution 27-NQ/TW of 2018 (Funding sources for wage reform are guaranteed from the accumulated wage reform source of the central budget, local budget and a part arranged in the state budget balance expenditure estimate); adjusting pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious people and a number of social security policies currently linked to the basic salary.
When implementing salary reform, there will be 5 new salary tables according to job positions including:
- 1 salary table for positions applied to cadres, civil servants, and public employees holding leadership positions (elected and appointed) in the political system from the central to commune level.
- 1 professional and technical salary table according to civil servant ranks and professional titles of public employees applied generally to civil servants and public employees who do not hold leadership positions; each civil servant rank and professional title of public employees has many salary levels.
- 1 salary table for military officers, police officers and non-commissioned officers (according to position, title and military rank or grade).
- 1 salary table for professional military personnel, police technical specialists.
- 1 salary table for defense workers and police workers (in which the salary correlation between armed forces and administrative civil servants is maintained as at present).
