On November 29, 2024, Deputy Prime Minister Tran Hong Ha signed Decision No. 1481/QD-TTg promulgating the Plan to implement the Planning of Thua Thien Hue province for the period 2021 - 2030, with a vision to 2050.

Thua Thien Hue province will focus on investing in social infrastructure and technical infrastructure projects to create great spillover effects.

According to the Plan, Thua Thien Hue province will complete the Plan for preservation, restoration and rehabilitation of the Complex of Hue Monuments until 2030, with a vision to 2050. Organize the review, establishment and adjustment of urban and rural planning, technical and specialized planning in Thua Thien Hue province according to the provisions of specialized laws, ensuring consistency and synchronization with the approved Provincial Planning.

Complete and organize the implementation of the Project to establish a centrally-run city and arrange and establish district- and commune-level administrative units on the basis of the administrative boundaries of Thua Thien Hue province (including: Project to arrange district- and commune-level administrative units in the 2023-2025 period of Thua Thien Hue province and the Project to establish Phong Dien town and arrange commune-level administrative units to establish wards in Phong Dien town, Thua Thien Hue province); Project to classify urban areas of Thua Thien Hue (type I); Project to develop the socio-economy of Tam Giang - Cau Hai lagoon area to 2030, Project to develop Thua Thien Hue High-Tech Park and a number of other projects.

Implementing projects according to the Provincial Planning, Thua Thien Hue province will complete infrastructure from projects that have been and are being implemented from public investment capital to promote the effectiveness of works and projects; using public investment to activate all social resources.

Thua Thien Hue province will focus on investing in social infrastructure and technical infrastructure projects to create great spillover effects, especially: The province's strategic transport infrastructure ensures synchronization, modernity, and comprehensiveness, promoting regional and intra-regional connectivity associated with economic development corridors such as: (i) North-South national economic corridor associated with National Highway 1 as the main axis (ii) East-West economic corridor: connecting 3 seaport clusters with 02 pairs of Vietnam-Laos border gates, in which, priority is given to investing in Road 71 from Phong Dien port to Hong Van border gate via National Highway 49F; (iii) Coastal urban economic corridor, the main axis is the coastal road, developing provincial roads, modern transport routes (train, high-speed railway) towards coastal urban areas; connecting Hue city, Huong Thuy town, Huong Tra and coastal urban areas.

Cultural designs and infrastructure serving cultural activities such as: (i) Hue National Museum of Royal Antiquities, Provincial Museum, Hue Cuisine Museum; (ii) National Document Preservation Center, National Center for Cinema and Culture; (iii) Global Academic Center for Heritage Conservation and Cultural and Creative Industries...

Mobilizing total social investment capital of about 430 - 450 trillion VND

According to the Plan, to achieve the GRDP growth target of 9 - 10%/year in the 2021 - 2030 planning period, Thua Thien Hue province is expected to need to mobilize a total social investment capital of about 430 - 450 trillion VND, specifically:

The capital of the State sector will be decided in the Medium-term Public Investment Plan and the Budget Plan according to the law on public investment and the law on the State budget; the capital of the non-State sector and FDI depends on the locality's ability to attract investment. Regarding the capital structure: gradually increase the proportion of the non-budget sector and FDI and gradually reduce the proportion of the State sector.

Solutions to attract investment for development

One of the solutions proposed in the Plan is that Thua Thien Hue province innovates and diversifies investment attraction forms, prioritizes the selection of projects with large investment scale, advanced and modern technology, environmentally friendly production, investors with potential and long-term investment strategy, creating spillover. Linking the province's investment promotion activities with the national investment promotion program, investment promotion plans of central ministries, branches and localities nationwide.

Thua Thien Hue province will focus on developing the private economy, encouraging the establishment of small and medium enterprises in all sectors and fields. Promote business support activities through providing business development services; build and implement activities to support business connections in industry clusters and value chains; connect small and medium enterprises with large enterprises, foreign-invested enterprises, between people and enterprises, business associations, and orient towards connecting to the international market.

The province will continue to promote administrative procedure reform, especially administrative procedures in appraisal and issuance of investment policy approval decisions/investment registration certificates to create an open, transparent investment environment, attracting investors to explore opportunities and invest in the province; review and revoke investment certificates/investment registration certificates for projects that are slow to implement and ineffective.
