As a severely disabled person living alone, for many years, Ms. Pham Thi Xuan in Cao Dong village, Hoang Hoa Tham commune has lived in a seriously degraded level 4 house. Eligible for support to build a new house under the program to eliminate temporary and dilapidated houses, in early March 2025, she started building her dream house. Ms. Xuan confided: "Living in a newly built, closed house with an area of over 40m2 , I feel very happy and peaceful in my old age. I thank the authorities at all levels and everyone for their care and help."
In a house that still smells of new paint, Mr. Dang Van Phong, a poor household in Thanh Trieu village (Long Hung commune), was excited: My family received 100 million VND from the Customs Branch of Region IV to build a new house. Local departments, branches and organizations also regularly pay attention and encourage, giving many meaningful gifts. Once settled down, my family has more motivation to work hard to increase income and gradually stabilize our lives.
The joy of settling down of Ms. Xuan and Mr. Phong is also the joy of nearly 4,400 households who have been supported to build and repair houses in the movement "Join hands to eliminate temporary and dilapidated houses" of the province in recent times. Eliminating temporary and dilapidated houses is not only a social security task, but also demonstrates the spirit of solidarity and responsibility of the community towards people with difficult housing circumstances. With high determination and great efforts, Party committees at all levels, authorities, the Fatherland Front and organizations have promoted propaganda, mobilization, and diversification of resources in the direction of the whole people, comprehensively, widely, and inclusively, mobilizing all resources from society to the maximum, along with state resources to support housing construction for households. Thanks to that, the province has completed the program of eliminating temporary and dilapidated houses ahead of schedule.
In recent years, in the province, social security policies have been implemented promptly and effectively, especially policies to support people affected by Covid-19, preferential policies for people with meritorious services, subsidies for social protection beneficiaries, poverty reduction... In particular, in addition to implementing the policies of the Central Government, the province has paid attention to and devoted many resources to social security through the issuance of many outstanding policies on social security work such as: Raising the subsidy level and expanding the monthly social subsidy beneficiaries; raising the support level for purchasing health insurance cards... Thanks to that, the scope of policy beneficiaries has been gradually expanded. The support level for the beneficiaries has been raised. The province has also constantly cared for the material and spiritual life and improved preferential policies for people with meritorious services to the revolution. The implementation of monthly social subsidies for social protection beneficiaries in the whole province has been implemented correctly, sufficiently and promptly. Poverty reduction policies such as: Support for preferential credit; Vocational training support associated with job creation; education and training support; health care support... are implemented synchronously, effectively, and promptly. Thousands of poor people have been supported with preferential loans, vocational training, and job creation. Thereby, gradually escaping poverty sustainably. The province's poverty rate has gradually decreased over the years. By the end of 2025, the poverty rate is expected to decrease to 0.9%, lower than the national average.
Identifying vocational training and job creation for workers as important in economic growth and ensuring social stability, the province has simultaneously implemented many policies to create jobs for workers and improve the quality and life of the people. GRDP per capita is increasing rapidly, estimated to reach 101.5 million VND in 2025, an increase of 67.77% compared to 2020.
The above results show that the work of ensuring social security has created consensus and high determination of all levels, sectors, organizations and people. Comprehensively improving the quality of people's lives in both material and spiritual aspects will create momentum for the comprehensive and sustainable development of the province. With the spirit of not leaving anyone behind, in the coming time, the province will continue to effectively implement social security policies; preferential policies for people with revolutionary contributions; sustainable poverty reduction towards no more poor people and poor households.
