People do not necessarily have to photocopy land titles.
In recent days, in some communes and wards in Nghe An , people have been stirred up by the news that they have to photocopy their land use right certificates, citizen identification cards, and even phone numbers to submit to local authorities. On social networking groups of residents, especially in urban areas, many people have expressed concern and worry about the necessity and safety of personal data.

Ms. Pham Thu Thuy, a resident of Truong Vinh ward, shared: “On the evening of October 18, I saw a post in the apartment building’s Zalo group asking residents to photocopy their land titles to submit. I was quite concerned, not knowing the truth and whether it was mandatory or not. If it was an official policy of the authorities, there should be a clear announcement, but spreading it online like that makes many people feel uneasy.”
Mr. Tran Cong Cuong, a resident of Quynh Luu commune, said that through the commune's loudspeaker system, his family learned that the local government is implementing the declaration and counting of land data according to the State's direction. However, because the family's land use right certificate is currently mortgaged at the bank for business purposes, he does not know how to photocopy or return a copy during this time.
“My family is in the transportation business, leaving early and returning late, spending little time at home, and not having the conditions to directly submit the documents. If the officers need to check, we can completely contact the Land Registration Office, because our mortgage documents are all kept and updated there,” Mr. Cuong added.

These questions are not without reason. Many opinions say that all red books are currently managed by State agencies, storing originals and electronic copies. Information on users, area, purpose of use, and changes have all been updated on the land management system. Requiring people to photocopy and submit them to the place that issued them is confusing, time-consuming, and misleading.
Quang Chau commune currently has more than 22,000 land plot records, of which about 8,000 plots are missing information and need to be updated. A representative of the Quang Chau commune Economic Department said that in order for the campaign to clean up and synchronize land data to proceed on schedule, the commune has instructed people to coordinate and follow specific procedures. Before October 9, 2025, each household prepares a copy of the land use right certificate (red book or pink book) and a copy of the citizen identification card or identity card if not changed, then submits it to the head of the inter-family group for synthesis (no notarization required). By October 9, the inter-family groups will make a list and submit it directly to the hamlet chief. After this time, the working group of the Quang Chau commune People's Committee will scan, enter data and hand it over to the Land Registration Office to update the national database.
However, the representative of the Commune Economic Department also emphasized that it is not necessary to photocopy documents to submit the application; people can take photos or send them via Zalo to the specialist in charge, the commune still receives and processes them as if they were submitted directly, in order to create the most favorable conditions for people during the implementation process. In fact, there are households in Ho Chi Minh City, Hanoi ... who have also submitted online via Zalo of the commune officials and have been processed.

In Than Linh commune, Mr. Nguyen Thanh Hai - Chairman of the Commune People's Committee said: In the process of reviewing and updating land use information from 2010 to present, many households in the area have not yet carried out transactions such as borrowing capital, transferring, or still keeping handwritten land use right certificates, so their land data has not been fully updated on the management system. Currently, the commune is instructing these households to photocopy land documents so that cadastral officers can coordinate with the Land Registration Office to update them into the storage system, ensuring convenience for future management work, especially in the stages of compensation, tax collection, as well as preventing and correcting the use of "fake covers".
For cases where the certificate is mortgaged at the bank, the household only needs to provide the citizen identification card and information about the bank where the loan is being borrowed. On that basis, the commune will compile a list and send it to the Branch of the Land Registration Office to request a copy of the certificate to supplement the data. Particularly for cases of unsecured loans at credit funds with an amount of less than 100 million VND, the commune recommends that people coordinate directly with the credit unit to photocopy and supplement the documents.
This work is being carried out under the direction of the superior Steering Committee and guidance of the Ministry of Public Security, aiming to complete the land database, serving more synchronous, accurate and transparent management.
Create maximum conditions for people
According to experts, the goal of the campaign to clean up and enrich land data is completely correct and necessary in the process of national digital transformation. Synchronizing land databases with population data will help people enjoy many practical benefits, from shortening the time for procedures, reducing duplicate paperwork, to increasing transparency in management.
However, in some places, due to limited human resources and technological infrastructure, the initial implementation was somewhat confusing, causing people to not understand clearly and feel worried.

In Nghe An, the implementation of Plan 515/KH-BCA-BNN&MT and Plan 762/KH-UBND of the province is being carried out simultaneously in 130 communes and wards. The goal is to build a "correct - sufficient - clean - alive" database, serving the land management work in a more modern and convenient way for the people. However, due to the large workload, while the commune-level staff is still small, the software system is not synchronized, so many localities have to flexibly choose the method that is suitable to the reality.
Mr. Le The Hieu - Vice Chairman of Minh Chau Commune People's Committee said that the commune currently has more than 12,000 land plot records, which are being reviewed, classified and updated step by step. "For records with complete and accurate information, we will process them on the system; only for records that are missing will we mobilize people to cooperate and supplement them. The commune does not require people to photocopy documents in bulk," Mr. Hieu affirmed. At the same time, the government also strengthens propaganda and holds meetings with hamlet chiefs so that people can clearly understand the meaning of supplementing data, avoiding misunderstandings or unnecessary worries.
In Tan Chau commune, Mr. Ngo Thanh Binh - Vice Chairman of the Commune People's Committee said that this is a campaign with long-term significance and requires coordination from both sides. "The State is responsible for managing data, and the people accompany and provide information when necessary. Cleaning data is to serve the people, not to cause trouble. When the data is complete, all procedures related to land will be much faster and more accurate," Mr. Binh shared.
Regarding concerns about mortgaged, lost or torn land use right certificates, Mr. Nguyen Manh Toan - Head of the Surveying, Mapping and Remote Sensing Department, Department of Agriculture and Environment said: This situation has been specifically regulated by the Ministry of Agriculture and Environment in the declaration form. People only need to clearly state the actual situation: "Currently mortgaged at the bank...", "lost" or "torn" for the working group to confirm and compile the report. After that, the Commune Steering Committee will coordinate with relevant authorities, banks or credit institutions to update data when necessary. "People do not need to worry or prepare additional complicated documents, all information is recorded and processed according to the correct procedure", Mr. Toan affirmed.

With the same content, the representative of the State Bank Branch 8 said that the banking sector has not yet received specific instructions on coordination in the land data cleaning campaign. However, if there is a request to exploit information related to mortgaged assets, the competent authorities need to work through the Land Registration Office - the unit directly monitoring and confirming secured transactions. When there is an official document, the State Bank will direct commercial banks to coordinate in providing information, ensuring compliance with business processes and customer data security regulations.
To effectively implement the campaign, the Provincial People's Committee has established a Steering Committee for the "90-day land data cleaning" campaign headed by Vice Chairman of the Provincial People's Committee Phung Thanh Vinh, with the participation of leaders of departments and branches such as the Department of Agriculture and Environment, Provincial Police, and Provincial Land Registration Office.
Vice Chairman of the Provincial People's Committee Phung Thanh Vinh emphasized: Completing the national database on land, ensuring "correct - sufficient - clean - living" is very important; is a key task for Nghe An to complete the database system, connect land information with the population database, better serve the State management and provide public services. The Provincial People's Committee requires communes, wards and related sectors to take drastic action, taking people as the center of service, ensuring that people do not have to travel many times or encounter difficulties when carrying out procedures. The Vice Chairman of the Provincial People's Committee noted that during the campaign, agencies and units must ensure information security and network security in the process of collecting, building, completing, operating, connecting and sharing the land database.
According to the report of the Department of Agriculture and Environment, as of mid-October 2025, the whole province has assigned identification codes to more than 6.6 million land plots, of which more than 1.5 million records have been authenticated and matched with the population database. When land and population data are linked, people will no longer have to resubmit existing documents, will not waste time verifying information, and procedures such as transferring, mortgaging, and issuing and exchanging red books will also be significantly shortened. This is the biggest goal of the campaign - to build a modern, transparent and people-friendly management system.
