On October 21, the Department of Administrative Police for Social Order (C06) said that the Ministry of Public Security is coordinating with the Ministry of Agriculture and Environment and localities nationwide to deploy the "Campaign to enrich and clean up the national database on land".

Building an application to authenticate information on land and housing owners on VNeID is one of the steps of the "Campaign to enrich and clean up the national land database" being implemented by coordinated units nationwide.

According to Department C06, after organizing the organization of the 2-level local government model, the specific tasks related to land transferred to the commune, ward, and special zone levels are very large; requiring a land database so that localities have adequate tools to manage and resolve administrative procedures.

However, due to the characteristics of information on land users including information on land and information on identity cards, citizen identification on the Certificate (also known as red book) issued to land users created over different periods, the management, record keeping, and technology in each period have changed. In addition, when people and land users arbitrarily change the purpose, transact land and assets attached to land with handwritten documents, without establishing inheritance rights..., it leads to some cases of incorrect and inconsistent information and data.

The Ministry of Public Security set the goal and requirement of the campaign as to complete the national database on land to ensure "correct - sufficient - clean - living - unified - shared use", to serve the work of transparent, effective and accountable state management. At the same time, this will be a tool for agencies to handle administrative procedures on land for people and businesses according to the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal.

In addition, the Ministry of Public Security is coordinating with the Ministry of Agriculture and Environment to build a utility on the VNeID application so that people can self-provide information and check and verify information on land and housing owners through the National Population Database through the utility on the VNeID application.

In response to people's complaints about being asked to photocopy or notarize land use right certificates, the authorities affirmed that people only need to provide copies of the certificates and citizen identification cards when requested by the Working Group without having to notarize them.

To facilitate the implementation of this campaign, the representative of Department C06 emphasized that it is very necessary for people who are using land and owning assets attached to land to participate in providing and verifying information.

This is an important step for the State and people to complete the national database on land, serving the implementation and settlement of administrative procedures on land and other online public services in the electronic environment.

Also according to Department C06, the Campaign to enrich and clean up the national land database is a specific step to implement Resolution No. 57 of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. This is also a task specified in Plan No. 02 of the Central Steering Committee on science, technology, innovation and digital transformation development, with the requirement of taking data as the center, ensuring "correct - sufficient - clean - alive - unified - shared".

Along with that, Resolution No. 214 of the Government sets the target that by 2026, 100% of national databases, including land databases, must be reviewed, standardized, ensuring the ability to connect, share, and integrate to serve the direction and administration work, reform administrative procedures and provide online public services.

The campaign to enrich and clean up land data will aim at three key goals. First of all, it is to create a foundation for developing e-Government and a modern, fundamental tool for state management of land; all levels and sectors have full, fast, and accurate information to promptly make decisions on direction and management in a transparent, effective, and accountable manner. Improve the quality of public services on land; reform and resolve land administrative procedures for people and businesses in the electronic environment. Connect, share, and synchronize the National Land Database with national databases and databases of other sectors to operate smoothly between agencies in the political system to exploit and effectively use digital resources and digital data.

On October 17, the Ministry of Public Security and the Ministry of Agriculture and Environment held a conference to review the implementation of Plan No. 515/KH-BCA-BNN&MT (dated August 31, 2025) on launching a 90-day peak campaign to enrich and clean up the national database on land; at the same time, focusing on synchronously and seriously implementing the next tasks, ensuring 6 things are clear: clear work, clear people, clear progress, clear responsibility, clear time, clear products to ensure the completion of all goals of the 90-day campaign.
