Removing obstacles for ecological cemetery and social housing projects in Lam Dong

On the afternoon of October 21, Vice Chairman of Lam Dong Provincial People's Committee Nguyen Hong Hai chaired a working session with departments, branches and localities to listen to reports on the implementation of ecological cemetery and social housing projects in the southeastern region of Lam Dong province.

According to the report, the Phuc Vinh Hang Cemetery Park Project - Nam Phan Thiet was granted investment policy by the People's Committee of Binh Thuan Province (old). However, the project has exceeded the investment progress as prescribed. Therefore, the Department of Finance will review the project implementation status and report to the Provincial People's Committee for handling according to regulations.

At the meeting, the units also reported on the progress of two projects: Tan Lap Commune Ecological Cemetery and Crematorium Project, Hong Son Commune Ecological Cemetery and Crematorium Project.

The planning area of ​​these two projects has been included by Lam Dong Provincial People's Council in the list of land plots for bidding for investment projects using land in Lam Dong province; the bidding plan is in 2025-2026.

The Tan Lap Commune Ecological Cemetery and Crematorium Project covers an area of ​​59.2 hectares. Currently, the Tan Lap Commune People's Committee is implementing steps to select a consulting unit to prepare a detailed construction planning project at a scale of 1/500 for the project.

The Hong Son Commune Ecological Cemetery and Crematorium Project covers an area of ​​81.75 hectares. To implement this project, the People's Committee of Ham Thuan Bac District (old) and the People's Committee of Hong Son Commune (old) together with the consulting unit have completed the planning task dossier; organized a meeting to collect opinions from the people in the project area; and collected opinions from relevant departments and branches on comments on the detailed planning task dossier.

However, at the meeting of the People's Council of Hong Son commune (old), they voted not to approve the detailed planning task dossier for this project, because the entire project area is located in the national mineral reserve area approved by the Prime Minister .

After listening to the opinions of departments, branches and localities, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested: For the Ecological Cemetery and Crematorium Project of Hong Son Commune, the Commune People's Committee shall be assigned to synthesize a specific report. The Department of Agriculture and Environment shall be assigned to base on the Law on Geology and Minerals and guiding documents of the law to advise the Provincial People's Committee to seek opinions from the Ministry of Agriculture and Environment to handle the project's problems related to the national mineral reserve planning.

Regarding the Tan Lap Commune Ecological Cemetery and Crematorium Project, the Vice Chairman of the Provincial People's Committee requested the collective leadership of the Tan Lap Commune People's Committee to quickly discuss, reach an agreement, and soon make a decision on assigning the appropriate department or office to be the project investor.

The Vice Chairman of the Provincial People's Committee requested the Department of Construction to guide the People's Committee of Tan Lap commune in the planning process, prioritizing the planning of subdivisions to quickly select investors to implement the project. The Department of Finance regularly urges the People's Committee of Tan Lap commune to quickly and promptly implement the project.

Regarding the Tien Loi Social Housing Apartment Project (Tuyen Quang Commune), the current difficulty comes from the fact that the land planned for the project is located near the Phan Thiet CVOR/DME station (the station serving the navigation of the Ho Chi Minh City Flight Information Region (FIR).

Compared with the CVOR/DME station clearance standards, the registered project location (from 250m to 600m from the center of the CVOR/DME station) is only allowed to build level 4 houses, non-metallic structures from 6m to 10m high, and metal structures under 8m high. Therefore, if applying the CVOR/DME station clearance standards, it will not be feasible to call for investors to build social housing apartments.

At the meeting, relevant units discussed with Air Traffic Management Engineering Company Limited to discuss solutions to remove difficulties and obstacles for the project.
