Ensuring policies and regimes for students at ethnic boarding schools

On the morning of September 25, the working delegation of the Provincial People's Council's Ethnic Committee, led by Standing Member and Head of the Provincial People's Council's Ethnic Committee Do Thi Nhu Tinh, conducted a survey on the organization, operation and implementation results of financial support policies and regimes for students at Ethnic Boarding Schools in the province at the Department of Education and Training.

According to the report of the Department of Education and Training, the whole province currently has 21 Ethnic Boarding Schools (PTDTNT) with 129 classes, 4,379 students; the total number of managers, teachers and staff is 611 people.

Over the past years, the education sector has made budget estimates for ethnic minority boarding schools according to regulations and fully implemented financial policies to support students.

The total budget for implementing financial support policies for studying and supporting Ethnic Minority Boarding Schools in the province in 2023 is more than 72.8 billion VND; in 2024 it is more than 91.8 billion VND; the estimate for 2025 is more than 115 billion VND. Ethnic Minority Boarding Schools have been invested in facilities and equipment; have been granted funding to organize special educational activities; purchase and supplement tools and equipment for student activities...

Educational institutions have built a friendly learning environment; green, clean, beautiful, safe schools; created useful, healthy playgrounds (cultural, sports , etc.) to attract a large number of students to participate.

However, the Boarding Schools for Ethnic Minorities are still lacking teachers and staff; enrollment targets are still low compared to actual needs; some of the current equipment in the schools is damaged and needs to be repaired or purchased... Therefore, the Department of Education and Training recommends raising the support level to suit the reality; prioritizing human resources and investment capital to build, repair and upgrade the facilities of Boarding Schools for Ethnic Minorities.

Speaking at the meeting, Head of the Ethnic Committee of the Provincial People's Council Do Thi Nhu Tinh acknowledged the efforts of the Department of Education and Training in concretizing related policies to take good care of students at ethnic boarding schools in the province. The Department needs to proactively overcome shortcomings and limitations to further improve the quality of management, teaching and nurturing students; have practical support for students in difficult circumstances...

The Department of Education and Training needs to proactively coordinate with relevant departments and branches to research and advise the Provincial People's Committee to issue documents guiding the implementation of Decree 66/2025/ND-CP dated March 12, 2025 of the Government (on policies for children, students, and trainees in ethnic minority and mountainous areas, coastal and island areas and educational institutions with children in kindergartens and students enjoying policies) and submit to the Provincial People's Council a draft resolution with appropriate contents to create conditions to support ethnic minority students in the province.

Regarding the recommendations of the Department of Education and Training on facilities and human resources, members of the working group discussed and answered; at the same time, recorded and summarized to report and propose to competent authorities for consideration and resolution as soon as possible.
