Tan Dinh Commune: Many school facilities do not meet requirements

After the merger, Tan Dinh commune has 9 schools (3 kindergartens, 3 primary schools, 3 secondary schools) under the management of the People's Committee at the commune level. According to the new regulations of the Ministry of Education and Training on school facilities standards and conditions for recognition of schools meeting national standards, most schools in Tan Dinh commune do not meet the standards. The current state of degraded classrooms is a challenge for the locality. It is worth mentioning that although some schools have been issued public investment decisions by the Provincial People's Committee, they have not yet been allocated capital.

Ninh Binh Primary School (Phong Ap village, Tan Dinh commune) has a spacious campus, the classrooms and functional rooms look relatively secure. However, the school was built more than 30 years ago, so up to now, many classrooms have degraded, the walls are peeling and cracked; the roof can only cover the sun, and when it rains, it leaks. The toilet area for students is quite clean, but the area is small compared to the number of students in the school, many equipment inside has degraded. The school's fence, in many sections adjacent to houses, has collapsed, and must be temporarily fenced with iron mesh, which is not safe. The school has subject rooms: Music, Fine Arts, Science , Technology, Nature and Society, Information Technology, Foreign Languages, but they are not enough to meet the scale of the number of students...

According to teacher Tran Thi Thu Yen - Principal of Ninh Binh Primary School, the school currently has 780 students in 5 grades with 25 classrooms. Through assessment and review of the current facilities compared with the new regulations of the Ministry of Education and Training on national standard schools, the school does not meet the standards. The school has proposed to invest in building 3 new subject classrooms (Music, Fine Arts, Foreign Languages), 1 multi-purpose house, 1 traditional room, 1 school counseling room and support room for education of disabled students in integrated learning; building 2 new teacher's rooms at 2 school locations in Phong Ap village and Binh Tri village; repairing 4 classrooms, 2 toilets for students at Phong Ap village school; repairing fences at 2 school locations in Phong Ap village and Binh Tri village.

The state of degraded facilities and lack of functional rooms also occurs at secondary schools: Nguyen Gia Thieu, Ly Thuong Kiet; Ninh Quang Kindergarten... After a long time of use, the classrooms of the schools are peeling, leaking, the yard floors are damaged, the library and cafeteria have not been invested in..., not ensuring adequate facilities and equipment for teaching and learning of teachers and students, as well as the standards of national standard schools in the new period. Mr. Vo Ngoc Minh - Chairman of Tan Dinh Commune People's Committee said: "Currently, the schools basically meet the requirements of teaching and learning, however, most of the facilities and equipment have degraded because the locality does not have the funds for regular repairs and new purchases. In addition, investing in building schools that meet the new regulations of the education sector requires a huge amount of funding, while local resources are limited. Without investment from all levels and sectors, the possibility of achieving national standards according to the new criteria for 9 schools in the commune will be difficult to complete in the near future."

Through research on the implementation of investment in educational projects, Tan Dinh commune was handed over 6 projects. However, 4 projects (Ninh Quang Kindergarten, Ninh Xuan Kindergarten, Ninh Xuan Primary School, Ly Thuong Kiet Secondary School) have had investment approval decisions but the province has not yet allocated capital for implementation. Therefore, Tan Dinh commune has sent a document to the Department of Education and Training and a number of departments and branches interested in investing and supporting funding for repairing facilities and equipment for schools in the area to help schools maintain and be recognized as meeting national standards according to the new criteria.
