Maximum payment of 631,800 VND/year
Currently, the health insurance premium for students is calculated at 4.5% of the basic salary. With the current basic salary of 2,340,000 VND/month, the total annual premium is 1,263,600 VND.
In the 2024 - 2025 school year, the state budget will support 30% (equivalent to 379,080 VND), the remaining 70% (884,520 VND) will be paid by students or parents.
However, according to the new policy, which will be applied from the 2025-2026 school year, the minimum support level will increase to 50%. Students will only have to pay a maximum of VND631,800/year, a reduction of more than VND250,000 compared to before.
Participation can be done for a period of 3 months, 6 months or 12 months right at the educational institution. "My family has three children going to school, and the health insurance fee alone last year was nearly 3 million VND. When I heard that this year the State would support more, I was very happy," said Ms. Nguyen Thi Cuc (residing in Tan Phu ward, Ho Chi Minh City).
At the beginning of the year, new students of the Ho Chi Minh City University of Fine Arts were shared and propagated by officers of the Ho Chi Minh City Social Insurance Agency about the policies and benefits of school health insurance in the first civic activity period of the semester. At Ban Co Secondary School (Ban Co Ward), Ms. Nguyen Thi Thanh Tuyen - Principal - said that this year the school has 1,193 students participating in health insurance, reaching a rate of 99.14%. There are 10 students who cannot participate due to difficult family circumstances.
Right at the opening ceremony of the new school year, the school gave health insurance cards to these 10 students so that they could have the opportunity to have comprehensive health care. "Every year, the school board, homeroom teachers and the nurse share in class to encourage parents to participate. This year, with the support increased to 50%, the parents are very happy," Ms. Tuyen shared.
2,823,000 students in Ho Chi Minh City participate in health insurance
In Ho Chi Minh City, the City Social Insurance Department expects that about 2,823,000 students will participate in school health insurance in this new school year.
Ms. Nguyen Hong Hanh - Deputy Director of the City Social Insurance - said that the unit has proposed the City Party Committee to direct schools to include the target of 100% health insurance participation in the annual competition criteria. In particular, students from the second year onwards will be encouraged to pay continuously so as not to interrupt their benefits.
It is noteworthy that according to the inter-sectoral guidance recently issued by the Department of Education and Training and the City Social Insurance, students who have been participating in family health insurance must switch to the student health insurance group organized by the school. The purpose is to ensure that the allocation of primary health care funds at school is carried out accurately and at the same time easier to manage.
In addition, the application "VssID - Digital Social Insurance" is also encouraged to help parents and students easily track the payment process and enjoy benefits.
Many benefits to care for and protect children's health
When receiving medical examination and treatment at the original registered place, students will be covered by the Health Insurance Fund for 80% of the cost. In particular, the benefit level is 100% in the following cases: the cost for one medical examination and treatment is less than 351,000 VND; medical examination and treatment at the commune level; or have participated in Health Insurance for 5 consecutive years and the co-payment amount in the year exceeds 6 months of basic salary (14,040,000 VND).
In addition, students are entitled to 100% of the cost of inpatient treatment and medical examination and treatment at primary health facilities (district hospitals, commune health stations) nationwide, regardless of the initial registration location. In case of emergency, students are admitted and enjoy benefits at any health facility.
