The National Target Program for Socio-Economic Development in Ethnic Minority and Mountainous Areas (National Target Program 1719) has created a strong "push" in building and preserving the unique traditional culture of ethnic minorities in Lao Cai province.

Nghia Do Commune, Bao Yen District is a land rich in cultural identity. In particular, this is a long-standing residence of the Tay ethnic group with a rich and unique folk cultural treasure. However, in the flow of modern life, traditional cultural features are at risk of gradually being lost.

Mr. Do Van Luu, Chairman of the People's Committee of Nghia Do Commune, said: In this situation, preserving and promoting national cultural values ​​is urgent. In addition to the Party's policies, along with the system of legal documents; resources from national target programs, in which the focus is National Target Program 1719, have created a legal corridor, along with the necessary mechanisms, policies and resources to carry out the work of preserving and promoting traditional cultural values ​​in the locality.

In Nghia Do commune, as a prestigious person, Meritorious Artisan Ma Van Soi is considered an "encyclopedia" of the culture and people of the land along the Nam Luong river. Throughout his life, Mr. Soi has painstakingly recorded the lives of the Tay ethnic people with the desire to protect, preserve and pass them on to the younger generation.

However, the ink of Mr. Soi's handwritten books has gradually faded, the pages have crumpled while the artisan's health has also been getting worse. The People's Committee of Nghia Do commune together with the Department of Culture, Science and Information of Bao Yen district (formerly) have digitized the writings of Meritorious Artisan Ma Thanh Soi on the computer system and printed them into documents so that everyone can easily access them.

According to Chairman of Nghia Do Commune People's Committee Do Van Luu, the document was compiled into 5 parts, highlighting the cultural exchange in Tay Nghia Do; explaining the names of places in the commune, stilt house architecture, folk cultural treasures, customs and festivals of the Tay people... In addition to this document, the commune has organized cultural teaching sessions on Tay ethnic group in Nghia Do commune taught by Meritorious Artisan Ma Thanh Soi, which has contributed to strongly changing the awareness and responsibility of the people in preserving their ethnic cultural identity.

“The capital of the National Target Program 1719 has contributed to preserving and promoting the traditional cultural identity of ethnic minorities in the area. With awareness combined with action, the people of Nghia Do have maintained the “village customs” in the countryside along the Nam Luong River and created a provincial-level tourist destination, a land called with the beautiful name “Nghia Do - the destination of the Five Extremes: Extremely beautiful, extremely green, extremely clean, extremely delicious and extremely interesting”, Mr. Luu said.

The successful preservation and promotion of unique cultural values ​​of ethnic minorities in Nghia Do commune is one of hundreds of projects and models that have been and are being implemented in Lao Cai province from resources of the National Target Program 1719.

According to the report of the Department of Ethnic Minorities and Religions of Lao Cai province, in the period of 2021-2025, the province has disbursed nearly 100 billion VND under project 6 on "Preserving and promoting the fine traditional cultural values ​​of ethnic minorities associated with tourism development".
