According to a report by the Vietnam Internet Center, from January 2021 to October 2024, about 12,838 domain names were abused for online fraud. Of which, international domain names had a high abuse rate of 81%, while the abuse rate of ".vn" domain names was 19%.
Violations were concentrated in two forms, including web and email fraud accounting for 58% (7,436 domains) and illegal content accounting for 42% (5,402 domains).
Regarding web and email fraud, international domain names account for 78% and ".vn" domain names account for 22%. Fraud forms include using fake websites that look similar to major brands (www-google.com, httpgoogle.com), impersonating government agencies (dichvucongquocgia.vn.vn.com, dulieudancu.com ...), spam email fraud, sending emails with links to fake URLs...

Faced with this situation, on October 21, the Ministry of Information and Communications approved a plan to strengthen management and reduce the abuse of domain names to violate the law. The goal is to limit the abuse of domain names; prevent, stop, warn and handle websites and domain names that are abused to commit fraud and violate the law on the Internet in Vietnam.
To achieve the set goals, the Ministry of Information and Communications said it will develop and implement regulations for coordination and rapid response between units under the ministry and with related ministries and branches.
In addition, new technology and artificial intelligence are applied to proactively detect violations early right from the domain name registration stage; develop technical systems to monitor registration, and use them to synchronously manage ".vn" domain names and cross-border domain names.
