Tonight (September 26), storm Bualoi moved into the East Sea and became storm number 10, with the strongest wind near the storm center at level 11-12, gusting to level 15, moving very fast at a speed of over 30km/hour.
According to the forecast of the National Center for Hydro-Meteorological Forecasting, in the next 2 days, storm No. 10 will continue to strengthen to level 12-13, gusting to level 16, moving very quickly towards the sea and mainland of the North Central and Northern regions of our country, the closer it gets to the coast of our country, the stronger the storm will be. Due to the influence of the storm, in the sea area from Thanh Hoa to Quang Ngai from the evening of September 27, the wind will gradually strengthen to level 6-7, then increase to level 8-9, near the center of the storm level 10-13, gusting to level 16, waves 5-7m high, rough seas.
This is a strong storm, moving very fast, can cause strong winds, heavy rain on land in the North Central and Northern regions, risk of flash floods, landslides in mountainous areas, threatening the safety of dams, flooding in low-lying areas, especially coastal and riverside areas. To proactively respond to storm No. 10, ensure the safety of people's lives, reduce damage to people's and State's property, the Prime Minister requests:
Be proactive in responding at the highest level, not being passive or surprised in any situation.
1. Ministers of the Ministries of National Defense, Public Security, Agriculture and Environment, Construction, Industry and Trade, Science and Technology, Education and Training, Health; Secretaries and Chairmen of the People's Committees of coastal provinces and cities from Quang Ninh to Khanh Hoa, according to their assigned functions, tasks and authorities, focus on leading, directing, organizing regular and continuous monitoring and updating to proactively and promptly direct the implementation of measures to respond to storm No. 10 in line with the situation with the most drastic spirit, proactively respond at the highest level, not to be passive or surprised in any situation, put the goal of ensuring the safety of people's lives above all, first and foremost. Be responsible before the Government and the Prime Minister if there is a lack of responsibility in advising, leading and directing, causing damage to people's lives and property due to subjective factors.
2. The Secretaries and Chairmen of the People's Committees of the above-mentioned provinces and cities, especially the localities from Thanh Hoa to Quang Ngai, focus on leading and directing the implementation of measures to respond to storm No. 10 and floods caused by storms, focusing on: (i) ensuring the safety of people's lives, especially the elderly, children, students, and other vulnerable groups; (ii) calling on ships to take shelter, ensuring safety for ships operating at sea and coastal areas (including means of exploitation and fishing of aquatic products, transport ships, tourist ships, etc.), activities at sea, on islands, coastal areas and inland; (iii) protecting houses, warehouses, factories, headquarters of agencies, units, educational and medical establishments, dike systems, dams, infrastructure works, production and business activities, especially agricultural production and aquaculture at sea and coastal areas with the motto "green house is better than old field"; (iv) review plans, be ready to organize evacuation, relocate residents, machinery, vehicles, production and business equipment to ensure safety before the storm makes landfall, deploy rescue work when bad situations occur,...
3. The Minister of Agriculture and Environment, according to his functions, tasks and authority: Directs: (i) forecasting, providing the most complete, timely and accurate information on the developments and impacts of storms, floods and rains so that competent agencies and the people know and proactively deploy appropriate and effective response work; (ii) deploying work to ensure safety for fishing vessels, protecting dykes, irrigation dams and agricultural production, especially aquaculture at sea; coordinating and directing the safe and effective operation of reservoirs, avoiding the risk of unsafe dams and reservoirs. Organize close monitoring of the situation, regularly update and notify dangerous areas at sea, on land, dams and reservoirs. Urge sectors and localities to deploy storm response work in accordance with the actual situation, promptly report and propose to the National Civil Defense Steering Committee and the Prime Minister to direct issues beyond their authority.
Special attention should be paid to ensuring safety for transportation and tourism activities at sea and along the coast.
4. Ministers of the Ministries of Construction, Industry and Trade, Culture, Sports and Tourism, Science and Technology, Education and Training, and Health, according to their functions, tasks, and authority, shall proactively direct and urge the implementation of measures to respond to storms and floods to protect forces, vehicles, equipment, and facilities under their management, paying special attention to ensuring safety for transportation and tourism activities at sea and along the coast; safety of road, sea, waterway, rail, and air traffic; safety of oil and gas activities at sea; safety of hydroelectric dams, power transmission systems, telecommunications systems, educational and medical establishments, production, business, and service establishments.
5. Ministers of the Ministries of National Defense and Public Security direct the work of ensuring safety for military and police forces, vehicles, and equipment; direct units located in areas at risk of being affected by storms to review plans, proactively arrange forces and vehicles ready to support localities in implementing storm response work, especially supporting evacuation, relocation of residents, and search and rescue when requested.
Review response scenarios, be ready to coordinate and mobilize forces and means to support local areas.
6. The Chief of Office of the National Civil Defense Steering Committee shall coordinate with the competent agencies of the Ministry of Agriculture and Environment to closely monitor the situation, proactively review response scenarios, and be ready to coordinate and mobilize forces and means to support localities in responding to storms and floods according to assigned functions and tasks, paying special attention to areas where heavy rain has caused unusual subsidence and landslides.
7. General Director: Vietnam Television, Voice of Vietnam, Vietnam News Agency coordinate with relevant agencies to increase information on storm and flood developments, instructions from the Government, Prime Minister and relevant agencies at central and local levels; provide guidance on storm and flood response skills so that people can proactively take response measures and limit damage.
8. Assign Deputy Prime Minister Tran Hong Ha to continue directing ministries, branches and localities to promptly deploy response work to storms, floods, subsidence and landslides.
9. The Government Office monitors and urges ministries and localities to seriously implement this Official Dispatch; promptly reports to the Prime Minister and Deputy Prime Minister in charge on urgent and arising issues.
