Closing the 16th Provincial Party Congress, term 2025-2030

The 16th Congress of Quang Ninh Provincial Party Committee, term 2025-2030, was held from September 25 to 27, 2025.

During the 2020-2025 term, despite facing difficulties and challenges, the Provincial Party Committee has promoted the tradition of solidarity, unity of will and action, the spirit of self-reliance, cultural values, human strength, focused on leadership, direction, and mobilized the combined strength of the entire political system, persevered and made efforts to maintain political-economic-social stability; social security has been ensured, the trust of people, businesses, cadres and Party members in the Party's leadership has been increasingly enhanced; the border has been maintained, stable, friendly, cooperative and developed; Quang Ninh has "risen to become one of the leading provinces in the innovation of the Northern Delta region, a growth pole of the northern region".

In the working program, the congress comprehensively assessed the implementation results of the Resolution of the 15th Congress of the Quang Ninh Provincial Party Committee for the 2020-2025 term; determined the vision, goals, directions, tasks and main solutions for the 2025-2030 term; discussed and contributed opinions to the draft documents to be submitted to the 14th National Congress of the Party; elected the Provincial Party Committee for the 16th term and elected the Provincial Delegation to attend the 14th National Congress of the Party; The Congress elected the Provincial Party Committee for the 16th term, consisting of 55 comrades.

At the congress, there were 75 comments on the draft documents submitted to the 14th National Party Congress and 106 comments on the documents of the 16th Provincial Party Congress.

Delegates expressed high consensus with the draft documents of the Congress, affirming that the documents were carefully prepared, scientific , comprehensive, with many new points, demonstrating strategic thinking, long-term vision, crystallizing the wisdom of the entire Party, reflecting the aspirations and wishes of the people.

Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Council of Theory, delivered a speech directing the congress.

Comrade Nguyen Xuan Thang praised the achievements that the Party Committee, government, armed forces and people of all ethnic groups in Quang Ninh province have achieved in the past 5 years, and highly appreciated the seriousness, openness and frankness in assessing the remaining shortcomings and limitations of the province as mentioned in the Political Report.

He also suggested that Quang Ninh province should continue to assess more clearly the causes, especially subjective causes, and draw lessons to direct and propose remedial measures in the new term.

100% of delegates voted to pass the Resolution of the 16th Provincial Party Congress of Quang Ninh.

The Congress unanimously approved the Resolution of the 16th Quang Ninh Provincial Party Congress with the general goals of: Continuing to strengthen the building of the Party and the political system, clean and strong in all aspects; promoting the tradition of "Discipline and Unity", democracy, discipline, cultural values, human strength; developing the economy and society rapidly and sustainably; taking science and technology, innovation, digital transformation, green transformation as the main driving force for development; comprehensively improving people's lives; firmly ensuring national defense and security, expanding and improving the effectiveness of foreign affairs activities; building Quang Ninh into a rich, civilized, modern, happy city, becoming a centrally-run city before 2030, becoming a large urban area of regional and international stature by 2045, being one of the country's important economic locomotives, confident, steadfast, moving forward in the new era of development.

In his closing speech at the Quang Ninh Provincial Party Congress, Quang Ninh Provincial Party Secretary Vu Dai Thang affirmed that the success of the 16th Congress was not only the result of a meticulous, serious, and responsible preparation process, but also an event that received comprehensive leadership, direction, and orientation from the Central Committee, ministries, and branches, but also a source of pride, a call to action, and an urge for the entire Party Committee, people, and army to quickly put the Congress Resolution into practice, so that the development aspiration becomes a reality. This is not only a belief, but also a great responsibility placed on the shoulders of the entire Party Committee, government, and people of Quang Ninh.

The Congress calls on all Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations to continue to promote the heroic tradition of "Discipline and Unity"; uphold the spirit of solidarity, innovation and breakthrough; maintain courage, dare to think, dare to do, dare to take responsibility, dare to face difficulties and challenges; urgently develop a practical and effective action program; with even higher determination, act more resolutely in each specific task and each field of work; continue to promote propaganda and dissemination work, so that the resolution does not just stop at writing but becomes a spiritual strength, a vibrant emulation movement, and a new spirit right in the new term.

Each cadre and party member must be truly a pioneer and exemplary; each agency, unit and locality must be innovative, resolute and creative, so that the congress resolution is not only a political commitment but also becomes concrete action, results, and clear changes in the province's development, making a practical contribution to the common cause of the country.
