The Provincial Party Secretary and the working delegation inspected the implementation status and difficulties and obstacles in implementing the project to renovate and upgrade the connecting road from Lang Giang bridge to National Highway 70 in Bao Thang district; Sa Pa Airport resettlement area project; Planning of spiritual and cultural areas in Bao Yen district; Bao Ha temple restoration and embellishment project; some agricultural models (mulberry trees, banana trees) in Bao Yen and Bao Thang districts.

The working group inspected the planning of spiritual and cultural areas in Bao Yen district.

The project to renovate and upgrade the road connecting Lang Giang bridge to National Highway 70 is one of the key traffic projects of the province and Bao Thang district. The project has a total investment of more than 236 billion VND, the length of the road is 13.25 km (starting point at Luot intersection, Thai Nien commune, ending point at Km106+200, Provincial Road 154, Phong Nien commune); the road is designed as a grade IV mountainous road, the roadbed width is 7.5 m, the road surface width is 5.5 m. The project has 1 item of Coc Sam bridge, 15 m long, 9 m wide.

According to the investor's report, up to now, the contractor has completed the construction of Coc Sam bridge and completed 5 km/13.25 km of asphalt concrete road surface, 8.65 km/13.25 km of crushed stone aggregate foundation; completed the K95 roadbed and drainage across the sections Km0+200 - Km5+00, Km6+000 - Km9+000 and Km10+000 - Km12+800, Km12+950-Km13+170. The total disbursement value to date is nearly 148 billion VND, reaching 62.6% of the total investment.

The project has a total of 255 affected households, currently 12 households have not agreed to hand over the site for the unit to implement construction.

The project to renovate and upgrade the road connecting Lang Giang Bridge to National Highway 70 is being accelerated.

To ensure construction progress, the Provincial Traffic Project Management Board regularly urges and requires contractors to arrange additional machinery, equipment, personnel and gather materials, take advantage of favorable weather to work overtime and increase shifts to complete construction items within the cleared area. At the same time, make a detailed construction schedule for items by week and month and commit to the construction progress to complete the package before October 30, 2024.

Sa Pa Airport resettlement area project.

Regarding the land clearance of Sa Pa Airport Area (phase 1), the total land acquisition area is 295.2 hectares, to date 294.7 hectares have been cleared, reaching 99.83%. The number of households that have to move their houses is 205, by the end of August 8, 2024, 192 households have moved and strive to complete the relocation of the remaining households by September 30.

The planned clearance of Sa Pa Airport (phase 2) is 75.8 hectares, the number of households affected by land acquisition is about 103 households, the number of households whose residential land is acquired and whose residence is relocated is about 40 households. The number of households (expected) to relocate and have to be resettled is 91 households.

Currently, the District Construction Investment Project Management Board is proactively conducting pre-measurement of the current status and is collecting relevant documents. After the Prime Minister 's decision to approve the adjustment of the investment work, the component project 1 will be adjusted and the next steps of site clearance will be implemented.

Provincial Party Secretary Dang Xuan Phong visited and presented gifts to households at Sa Pa Airport Resettlement Area.

For the Sa Pa Airport Resettlement Area Project, the total investment is more than 454 billion VND, of which phase 1 is 72.2 billion VND (completed), phase 2 is over 382 billion VND (under implementation).

The investment scale is to build 28 roads in the resettlement area with a total length of 12.88 km; level the ground, build a network of water supply and drainage pipes, electricity supply and lighting; build a bypass route of Provincial Road 151C with a length of 7.56 km and move the power line in the airport area.

Currently, Package 1 for construction of industrial works + Provincial Road 151C bypass + water supply + embankment, lighting + equipment supply and installation + acceptance and handover of electricity has reached 80% of the contracted volume. Package 2 for construction of ground leveling + drainage + resettlement area traffic + curbs and triangular ditches has reached 98% of the contracted volume. Contractors are determined to complete the package before October 15, 2024.

The delegation visited the banana growing model in Bao Thang district.

The working group also visited a number of agricultural production models in the two localities. Regarding banana trees, according to the Department of Agriculture and Rural Development, up to now, the banana area in the whole province has reached 2,077 hectares, with a harvest output of 17,619 tons. The selling price of bananas is about 4,000 VND/kg, the total value of banana harvest is 70.5 billion VND. The province has granted 12 growing area codes and 5 banana packaging facilities to organizations and individuals. Over 90% of the province's banana output is officially exported to the Chinese market through enterprises. The economic efficiency of banana trees is about 172 - 200 million VND/ha/year, after deducting costs, the profit is about 100 - 130 million VND/ha/year.

Provincial Party Secretary and working delegation visited the silkworm farming model in Kim Son commune, Bao Yen district.

In the period of 2019 - 2021, the total area of mulberry cultivation for silkworm rearing in the province is 346.28 hectares, of which Bao Yen district planted 290 hectares/12 communes and towns, Van Ban district planted 40 hectares/3 communes, Bac Ha district planted 15 hectares/1 commune, Bao Thang district planted 1.28 hectares/2 communes. However, the area of mulberry production has continuously decreased, up to now, Bao Yen district has newly planted and restored 31.1 hectares, concentrated in 6 communes (Kim Son, Bao Ha, Cam Con, Viet Tien, Xuan Thuong, Minh Tan).

Bao Yen district proposed the province to study adding mulberry trees to the province's key tree planning to have a higher support mechanism and the district strives to have 300 hectares of mulberry trees by 2025; build inter-district scale production areas to create concentrated raw material areas, attracting investors to build silk processing factories in the province. For production development linkage projects, it is necessary to balance the allocation of provincial budget funds to support households participating in the project that are not subject to national target programs to enjoy the same policies as other households.

At the inspected projects, Provincial Party Secretary Dang Xuan Phong requested departments, branches and localities to closely coordinate with investors and construction units to focus on removing difficulties and obstacles, especially in site clearance to ensure project progress. Contractors mobilized maximum human resources, machinery, equipment and vehicles to construct works and projects to ensure progress according to the set plan.

The Provincial Party Secretary requested that localities need to strengthen propaganda and mobilize people to understand the purpose, meaning and benefits of the projects, creating high consensus in site clearance, making it easier for construction units. In site clearance, resettlement support for households must ensure fairness, publicity, transparency, and harmony of interests between the State and people whose land is recovered.

The Provincial Party Secretary highly appreciated the models of mulberry cultivation, silkworm breeding and banana cultivation in households and cooperatives, and at the same time requested local Party committees and authorities to create favorable conditions to attract enterprises and cooperatives to invest in developing agricultural production, contributing to creating jobs and income for rural workers.
