Accordingly, the project started construction in March 2022, with a total investment of 1,475 billion VND. The investment project to build DT.482 route, when completed, will contribute to reducing traffic on National Highway 10 from Ninh Binh city to Kim Son; connecting with national roads such as: National Highway 1, National Highway 10, National Highway 12B; especially connecting directly to the North - South expressway section Cao Bo - Mai Son at the Khanh Hoa expressway intersection, Yen Khanh district, opening up new opportunities and driving forces for the development and breakthrough of the province in the next stages.
According to the design, the Project has 5 routes with a length of 43.73 km passing through 4 districts and cities: Yen Khanh, Yen Mo, Kim Son and Ninh Binh city. Of which, Yen Khanh district alone has 3 routes passing through with a total length of 22.35 km. Up to now, the district has handed over 11.9/13.0 km.
Regarding the project's construction progress, as of August 11, 2023, the construction site has completed about 261.9 billion VND in 2023. The total volume from the beginning of the project at the entire construction site is about 469.4/1137 billion VND.
The main reason why the site clearance work in some routes in Yen Khanh district and the project implementation are still quite slow compared to the requirements is because the residential land locations of the people do not have specific land prices, the land prices for resettlement to serve as the basis for compensation for the people, so they have not been handed over to the contractor for construction; the work of moving power lines, returning works, and resettlement arrangements are still slow; the scarcity of construction materials on the market also affects the construction progress of the project.
At the working session, leaders of departments, branches, localities and project investors reported on the construction progress, site clearance, analyzed, pointed out the difficulties, causes and responsibilities of each branch and locality, and requested Yen Khanh district to urgently hand over 3.96 km of site clearance, of which 1.22 km has not been cleared and 2.74 km has been handed over but has not been constructed due to problems with pond land, residential land, and temple fences; complete procedures to determine residential land prices and resettlement land as a basis for approving residential land prices for resettlement handover to households; promptly relocate power lines and hand over the site to the investor to ensure the required progress; quickly assess the environmental impacts of the project's restitution works and resettlement areas, ensuring the safety corridor of the dike; develop a construction protection plan, and at the same time urge contractors to mobilize human resources and machinery to speed up the project's construction progress.
Concluding after the inspection, Chairman of the Provincial People's Committee Pham Quang Ngoc emphasized: The investment project to build the DT.482 route is one of 16 key, important, strategic projects that the Provincial Party Committee's Standing Committee has focused on directing to accelerate progress in this term. This is an inter-regional and intra-provincial connection project that has been reported by the Provincial People's Committee to the Ministry of Planning and Investment , and has been approved by the Prime Minister to use the medium-term public investment budget.
The completion of the project opens up opportunities for the southern localities of Ninh Binh province to attract investment, develop production, increase land use value, and better serve the lives of people and rural areas. Therefore, implementing the project is a political task of the Party Committee and authorities at all levels from the province to the grassroots with the synchronous participation of the entire political system.
Acknowledging the efforts, endeavors and high determination of the investor, the Department of Transport and localities, including Yen Khanh district, in site clearance and project construction. However, he also said that this is not an easy task, requiring to do it correctly, do it enough, make people understand, support and agree to implement it.
Therefore, the viewpoint and principle in compensation for land acquisition and resettlement is to create conditions for people to have new housing equal to and better than their old housing, taking into account the total factors, not just the construction value, from there advising and implementing policies that benefit the people but still ensure compliance with current legal regulations.
In the coming time, the Chairman of the Provincial People's Committee requested the investor to concentrate, closely follow the site, speed up the construction progress, and discuss with the district if any problems or difficulties arise during the implementation process to find a solution. Construction contractors and consultants must share the difficulties and accompany the investor to speed up the project's construction progress.
He also requested Yen Khanh district to be more determined in site clearance work, to hand over the entire area of agricultural land to be recovered for the project in August 2023, and at the same time have a construction protection plan so that contractors can start working on the entire route.
For difficulties and problems, it is necessary to divide the roadmap to resolve each problem one by one. In the process of implementing related projects, it is necessary to select capable contractors, supervise regularly and closely, and ensure construction quality and fast progress.
In addition, the District People's Committee coordinates with relevant sectors to complete legal procedures according to the provisions of law and important matters that need to be reported to the Standing Committee of the District Party Committee to unify leadership, direction, mobilize the participation of the Vietnam Fatherland Front and socio-political organizations to propagate, mobilize, and persuade people to agree to implement.
For households and individuals who do not comply, we will strictly handle them according to the provisions of the law, avoiding cases of taking advantage of the compensation policy for site clearance for personal gain, affecting the progress of the project.
The Chairman of the Provincial People's Committee also requested the investor and Yen Khanh district to report the progress of site clearance to the Provincial People's Committee on a weekly basis. At the same time, he requested agencies, units and localities to strengthen coordination, closely follow the tasks and actual situation, clearly assign people, tasks and responsibilities, focus on removing difficulties and obstacles, and be highly determined to complete the Project according to the set plan.
