On the morning of October 15, the 1st Congress of Ho Chi Minh City Party Committee, term 2025-2030, held its closing session.

The first Congress of Ho Chi Minh City Party Committee was a great success.

In his closing speech at the congress, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang assessed that after nearly 3 days of urgent, serious, united, democratic and responsible work, with the motto of solidarity, democracy, discipline and creativity, the congress had completed all the contents of the proposed program.

Up to this point, the Secretary of the Ho Chi Minh City Party Committee said that Ho Chi Minh City can proudly report that the congress was a great success, marking a historic turning point in the development process of Ho Chi Minh City after the merger.

"The congress has promoted the spirit of solidarity, democracy, innovation, creativity, and intellectual concentration to discuss documents and unanimously pass the congress resolution - a resolution that converges the will, aspirations, and political determination of the entire Party Committee, government, and people of Ho Chi Minh City in the new period with 30 main targets, 3 strategic breakthroughs, and 10 key tasks and solutions," Secretary Tran Luu Quang informed.

The Congress also discussed and contributed opinions, unanimously approving the report synthesizing opinions of cadres, party members, and people on the draft documents of the 14th National Party Congress.

The Congress also expressed its deep belief that with the wisdom of the entire Party, the entire army, and the entire people, the 14th National Congress of the Party will be a great success. It is an important milestone in the development process of our Party, our people, our country for the goal of a rich people, a strong country, democracy, equality, civilization, bringing the whole country into a new era - the era of national development.

The Congress announced the Politburo 's decision to appoint 110 members of the Ho Chi Minh City Party Executive Committee, term I - this is the highest authority of the Ho Chi Minh City Party Committee, deciding the most important issues in leadership and direction of the city's development process.

According to Secretary Tran Luu Quang, the biggest and most important result of the congress was the high level of unity in will, awareness and action. There was unity in comprehensively assessing the results of the 2020-2025 term and objectively and frankly acknowledging the limitations and shortcomings.

At the same time, determine the direction, motto, and strategic goals for the next 5 years and beyond, with the new period of Ho Chi Minh City after the merger, especially the aspiration to reach the regional level, integrate internationally, and develop quickly and sustainably of Ho Chi Minh City.

The Congress also deeply realized that besides the great achievements and opportunities that have opened up, Ho Chi Minh City is also facing many new difficulties and challenges from the impact of the world situation and economic and climate fluctuations, to increasingly high development requirements, including the fear of making mistakes and fear of responsibility of a number of cadres.

According to Secretary Tran Luu Quang, without high political determination and strong innovation in thinking and leadership methods, it will be difficult to achieve the great goals and tasks set out in the congress resolution.

"We also understand that the greatest and most valuable resource of Ho Chi Minh City is not capital, not infrastructure, but the people of Ho Chi Minh City - dynamic people who dare to think and do new things, dare to take responsibility for the common good. That is an invaluable resource. This is even more important than the fact that every cadre, party member and person of Ho Chi Minh City must be aware of their noble responsibility, join hands to contribute to the city's peace and development," the Secretary of the Ho Chi Minh City Party Committee emphasized.

To turn the success of the congress into concrete revolutionary actions, the congress assigned the task to the Executive Committee of the Ho Chi Minh City Party Committee, Term I, and its subordinate Party committees to urgently organize the study and dissemination of the resolution, turning the spirit of the resolution into action programs and specific plans for each field and each locality.

During the implementation process, it is necessary to clearly identify key tasks, strategic breakthroughs, concentrate resources, promote internal strength, avoid spreading and formality, and strengthen inspection, supervision, and urge timely removal of difficulties, detect initiatives and innovations from the grassroots, at the Party Committee level, and among Party members and cadres, uphold the spirit of responsibility, and be exemplary pioneers so that the congress resolution can soon come into life.

Unite to successfully implement the congress resolution

According to Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang, the 1st Ho Chi Minh City Party Congress inherits the great achievements of previous terms, and at the same time demonstrates the will, aspiration and highest political determination of the entire Party Committee and people of Ho Chi Minh City, towards the goal of building Ho Chi Minh City to develop rapidly, sustainably and modernly.

The Congress calls on all cadres, party members, civil servants, public employees, armed forces, and people of all walks of life to promote tradition, maintain the revolutionary spirit, solidarity, dynamism, creativity, and warm-heartedness, strive to nurture, train, and preserve revolutionary qualities, uphold pioneering and exemplary character in action, unite in one heart and join hands, and be united in successfully implementing the Congress's resolution.
