On October 9, the Ministry of Public Security issued Official Dispatch No. 28/CD-BCA-V01 to the Public Security of units and localities on focusing on overcoming the consequences of natural disasters after storm No. 11.

The dispatch stated: Implementing the direction of the Government Standing Committee, the Prime Minister and the Secretariat Standing Committee at the meeting on the morning of October 9 on implementing a number of urgent tasks to overcome the consequences of storm No. 11 and post-storm floods; the Ministry's leaders requested the Heads of Public Security of units and localities to resolutely direct and promptly implement the following key tasks:

1. Continue to effectively and resolutely implement, closely following the direction of the General Secretary, the Standing Secretariat, the leaders of the Party, State, Government, and Prime Minister to effectively implement, respond flexibly, quickly, and promptly to respond to and overcome the consequences of natural disasters after storm No. 11.

2. Advise local Party committees and authorities and coordinate with functional forces in the area: (1) Mobilize dike protection forces at key and dangerous dike routes; (2) Restore the entire telecommunications system throughout villages, hamlets, communes, households, remote and isolated areas to maintain information; (3) Search for missing people, rescue trapped and isolated people and treat injured and sick people; (4) Review information on vulnerable people (elderly, women, children) to promptly support evacuation from dangerous areas, ensuring people's safety; (5) Access isolated areas to support food, drinking water, necessities, disinfectants, medicines, clothes, blankets, and mosquito nets for immediate use; (6) Urgently overcome the consequences of floods, clean the environment, disinfect, prevent and control epidemics, especially restore essential activities of transportation, electricity, water, telecommunications, healthcare, education and support temporary accommodation, repair and build houses for people; (7) Organize visits, encourage and support as much as possible for families with victims, take care of funerals for the deceased according to local customs.

3. Assign the Ministry's Office to preside over and coordinate with Mobifone Telecommunications Corporation to closely coordinate with the Public Security Directors of units and localities to urgently organize repairs and restore communication waves on a large scale of the force system to ensure operations from this point on; the Department of Planning and Finance to preside over and coordinate with the Ministry's Office and the Public Security of relevant units and localities to summarize the damage of the People's Public Security force to propose to the Ministry's leadership for timely support; the Department of Equipment and Logistics to advise the Ministry's leadership to propose receiving and distributing national reserve goods (when requested); review the suitability of vehicles and equipment serving the work of natural disaster prevention and control to ensure suitability with the actual situation.
