Ministry of Education and Training 'reveals' that the format of multiple choice math tests will change in 2025

At the press conference this afternoon, November 29, the Ministry of Education and Training answered questions related to the negative impact on teaching and learning in general schools of the completely multiple-choice test format, causing teaching and learning activities to respond to exams. Especially in math, a subject that highly values ​​the ability to reason as well as the process of finding solutions of the learner, not just based on the final result.

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, chaired a press conference on how to organize graduation exams from 2025.

The format and structure of the math exam will be innovated.

According to Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management (Ministry of Education and Training), the Ministry of Education and Training has recorded the opinions of experts on this issue. At the 10th Vietnam Mathematics Congress held last August in Da Nang, Minister of Education and Training Nguyen Kim Son also affirmed before the entire congress, "mathematics education needs a renewal". This requirement will be implemented in the 2018 General Education Program, and in the high school graduation exam from 2025.

According to Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training, the math test format will change.

The general spirit of the "innovation" in the high school exam will be reflected in the innovation in the format and structure of the exam, in the direction of both inheritance and development. Development here means meeting the goals of the 2018 general education program. Development here also means overcoming some existing problems that have arisen or been discovered in the recent past.

Mr. Ha said: "Many mathematicians believe that the math test format we are currently applying, a question with 4 options, one of which is correct, has certain limitations. I can disclose initial information, although the final result depends on testing, research, consultation and permission from the ministry's leaders. During the recent working session and research, we have developed some new formats.

With this new format, we will overcome the problem of limited thinking space in math. Previously, the exam was only "bound" to choose one of four options, but now we are researching to develop a format that allows more freedom in thinking of candidates. That is the initial information. If the research and testing results are good, they will be announced to the whole society."

Must overcome teaching tricks, teaching practice

Mr. Pham Ngoc Thuong, Deputy Minister of Education and Training, also commented that the current multiple-choice test format has limitations. The professional solution is to design and construct test questions with logical thinking and reasoning.

"There are experts who previously strongly disagreed with the multiple-choice test format, especially in math, but now strongly agree with this solution," said Mr. Thuong.

But Mr. Thuong also said that, in terms of state management, if there is still trick teaching somewhere to cope with multiple-choice tests, the Ministry of Education and Training will direct the Departments of Education and Training to fix it.

"As well as reducing compulsory subjects and increasing elective subjects, we are shifting the education system that has long been focused on testing (learning for exams, only learning when taking exams) to an education system that is truly learning, truly teaching, truly working, truly working. That is, teaching truly, learning truly, learning to do, not learning to take exams, and not learning when not taking exams," said Mr. Thuong.

Ensure exam rights are consistent with the curriculum

According to Mr. Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, for students who unfortunately failed the graduation exam in 2024, or because they want to apply for university admission in 2025, they can still take the 2025 high school graduation exam.

For these candidates, the Ministry of Education and Training will ensure that they enjoy the basic principle: study according to the program, take the exam according to that program. The Ministry of Education and Training will ensure that they participate in an exam whose content and method are consistent with the 2006 General Education Program, including structure and format.

Ms. Nguyen Thu Thuy, Director of the Department of Higher Education, affirmed that the admission regulations require universities to ensure fairness for all candidates.

Deputy Minister of Education and Training Pham Ngoc Thuong affirmed that the Ministry of Education and Training will organize one exam but there will be two exams, one for candidates studying the 2018 General Education Program, and one for candidates studying the 2006 General Education Program.

Ms. Nguyen Thu Thuy, Director of the Department of Higher Education, said that university admission regulations have been kept stable for the past two years, which set out the general principle that universities organizing admissions must ensure fairness regardless of the content or form of the high school graduation exam.

"Thus, regardless of which exam or what the exam content is, students will still be considered for admission fairly," said Ms. Thuy, adding: "We believe that the principles in the current admission regulations will still be applied stably in the coming years."
