Uniform policy in teacher training - 'leverage' for training quality management

In reality, policies and institutions are not only tools to attract and retain learners but also levers to systematically manage the quality of teacher training.

Breakthrough in supporting pedagogical students

From the training practice, the leaders of Ho Chi Minh City University of Education said that in recent years, the training and development of the teaching staff has achieved many positive results. A number of breakthrough policies have created clear changes, including Decree No. 116/2020/ND-CP of the Government on tuition and living expenses support for pedagogical students.

According to regulations, pedagogical students are supported with 100% of tuition fees and 3.63 million VND/month for living expenses. After three years of implementation, the rate of candidates registering for pedagogical majors has increased significantly, and the entrance scores for many majors have also been raised. Particularly at Ho Chi Minh City University of Education, this policy has encouraged many students to study under orders from localities, including Long An province.

Notably, Decree No. 60/2025/ND-CP has amended and supplemented a number of contents of Decree 116. The new highlight is the clear regulation of the budget allocation mechanism between the central and local levels, ensuring timely funding for students. At the same time, this decree abolishes the bidding mechanism in higher education - which causes many difficulties in practice - and replaces it with the ordering or assignment method, which is considered simpler and more suitable.

In addition to specific policies, Ms. Tang Thi Ngoc Mai - a delegate of the 14th National Assembly, said that pedagogical students also enjoy many general policies applied to all students. According to Decision No. 157/2007/QD-TTg (amended and supplemented by Decision No. 751/2017/QD-TTg and Decision No. 1656/2019/QD-TTg), students can access preferential credit sources from the Social Policy Bank to cover their study costs.

At the same time, the 2019 Education Law also stipulates forms of incentive scholarships, policy scholarships and social subsidies for students with excellent achievements or difficult circumstances. Thus, pedagogical students not only benefit from special policies but also have the opportunity to access preferential credit mechanisms, scholarships and scholarship funds, contributing to ensuring fairness in education, towards the goal of not letting anyone drop out of school for financial reasons.

Ensuring sustainability

From another perspective, Associate Professor Dr. Nguyen Thanh Nhan - Vice Principal of Hue University of Education, commented that one of the other important policies is that the Ministry of Education and Training annually regulates the threshold to ensure input quality for teacher training programs.

This policy not only creates motivation to attract good and excellent students to choose the teaching profession, but also contributes to ensuring the quality of enrollment, thereby improving the quality of the teaching staff in the future. According to him, this is a consistent step, linking support policies with training quality management tools.

However, the implementation of the policy still reveals some limitations. Mr. Nguyen Trung Trieu - Principal of Nha Trang Central Pedagogical College (Khanh Hoa) cited: According to the report of the Ministry of Education and Training in 2023, despite applying the ordering mechanism, the rate of students under this category only reached 17.4%, while 82.6% still studied according to social needs. As a result, many graduates do not have jobs in their field, causing waste of resources and budget.

In addition, although the 2019 Education Law has stipulated to raise training standards and the Government has issued a roadmap for implementation, the implementation in many localities is still slow and unsynchronized. This makes the connection between training and teacher employment needs not as effective as expected.

Another shortcoming is that the current level of tuition and living expenses support is not linked to learning outcomes, training or professional capacity, reducing motivation and not creating a healthy competitive environment to improve output quality.

To overcome this, Associate Professor Dr. Tran Xuan Nhi - former Deputy Minister of Education and Training emphasized that it is necessary to synchronously deploy many solutions. According to him, the education system has had excellent policies on enrollment, training and teacher development; however, perfecting the recruitment, use and treatment mechanism is the missing link to form a closed loop, ensuring sustainability.

On the part of the Ministry of Education and Training, it is necessary to soon issue guidelines for implementing Resolution No. 71-NQ/TW of the Politburo, which links allowances and salaries to professional standards and actual work results.

At the same time, there must be detailed instructions to consistently implement the provisions of the 2019 Education Law and the 2025 Teachers Law on upgrading training and professional standards. These adjustments not only ensure the rights of teachers during the learning and training process but also help manage and evaluate the quality of the team more closely and effectively.

At the same time, it is necessary to speed up the promulgation of teacher training program standards, and at the same time provide specific instructions so that teacher training schools have a legal and academic basis in designing and adjusting programs, ensuring consistency and output quality. In addition, in order for training institutions to be able to apply the "assessment to support" mechanism as well as implement the "internship with allowance" model, the Ministry of Education and Training and related ministries and branches need to soon issue policies and implementation instructions.

In practice, support policies are not only a tool to attract and retain learners, but also a lever to systematically manage the quality of teacher training. If implemented synchronously, these solutions will create a closed loop: Admission - training - fostering - use - treatment, contributing to improving the quality of the team, meeting the requirements of fundamental and comprehensive innovation in education and training.

According to Ms. Ho Thi Minh - National Assembly delegate of Quang Tri province, it is necessary to strengthen the supervision of the employment commitment mechanism for students supported under the order program. After graduation, these students must return to work in their locality according to the commitment; in case of non-compliance, they must return all the supported funds. She believes that this regulation must be accompanied by clear instructions and a strict supervision mechanism to ensure the effectiveness, efficiency and quality of the policy.
