Handle cases fairly and objectively
The explanatory report of Dai Kim Secondary School sent to the People's Committee of Dinh Cong Ward and the Department of Education and Training (GD&DT) of Hanoi recorded the incident: When Ms. H. (victim) confiscated a sharp toy, LGB stood up and asked her to return it. In the face of the teacher's determination, B. acted aggressively: pulling her hair and holding her down to snatch the toy back. This action took place in front of many classmates. Some students pulled the curtains to avoid being seen by students outside the class.
After leaving the classroom, teacher H. reported to the school board. At that time, Ms. Pham Thi Thanh Ha, the school principal, and the teacher returned to the classroom. The principal asked student B. (the one who grabbed the teacher's hair and held her head down) to apologize to her in front of the class and asked the two students sitting below B. to write a report on the incident.
After the incident, the Board of Directors handled it according to their authority. The school organized for the offending student to directly admit his mistake and publicly apologize to the teacher in front of the class, and invited the parents to work together to agree on educational measures, creating conditions for the student to correct his mistakes. The school also asked the family to take the student for a medical examination and psychological check-up, but after the examination, the family could not provide the school with the results of the health check-up. The Board of Directors encouraged and stabilized the teacher's spirit, avoiding letting the incident cause more pressure and affect teaching work.
On the evening of September 19, the People's Committee of Dinh Cong Ward ( Hanoi ) reported the incident to the Hanoi Department of Education and Training and said that the ward had directed the ward police to investigate the incident to ensure the rule of law, thereby deterring and preventing acts of violence.
According to the People's Committee of Dinh Cong Ward, the local government's viewpoint is to ensure fairness, objectivity, and resolutely handle violations to maintain the dignity of teachers and discipline in schools. However, it also focuses on education, helping students clearly recognize their mistakes, have the opportunity to correct and reintegrate into the community, and avoid discrimination or dropping out of school.
The People's Committee of Dinh Cong Ward assigned the Department of Culture and Society to closely coordinate with the school and relevant agencies to seriously implement the contents of strengthening school security and safety and building school culture; at the same time, have measures to provide psychological support for teachers and behavioral counseling for students.
For Dai Kim Secondary School, the Ward People's Committee has requested to seriously learn from experience in management, strengthen supervision, maintain discipline and classroom rules, and at the same time pay attention to and encourage the teacher's spirit in the incident, ensuring a safe and healthy teaching environment for the teaching staff. In addition, the school must continue to closely coordinate with parents to educate and correct violations, help students correct mistakes and make progress. The local government's handling viewpoint is to ensure fairness, objectivity, and resolutely handle violations to maintain the dignity of teachers and discipline in the school.
What does the Ministry of Education and Training say?
On the morning of September 20, speaking with reporters of the Tin Tuc and Dan Toc newspaper, Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers, Ministry of Education and Training, said: Immediately after receiving information about the incident, the Ministry of Education and Training sent a document requesting the Hanoi Department of Education and Training and Dai Kim Secondary School to report the incident; at the same time, sent a document to the Hanoi People's Committee and the Dinh Cong Ward People's Committee requesting the direction of local authorities to verify and strictly handle violations (if any) according to the provisions of law to ensure the safety of life, health, honor and dignity of teachers when performing their duties.
"The Ministry of Education and Training believes that this is a serious incident, affecting the safety and health of teachers; negatively affecting the educational environment and the tradition of "respecting teachers and valuing education" of our nation; contrary to the regulations of the Government and the Ministry of Education and Training on building a safe, healthy, friendly pedagogical environment, and preventing school violence," Mr. Vu Minh Duc shared.
Therefore, all wrongdoings must be strictly handled according to the provisions of the law. On the other hand, in handling students, especially in special cases, it is necessary to consider appropriate measures to ensure both education and deterrence and create conditions for students to correct their mistakes.
The Ministry of Education and Training also requested the Hanoi Department of Education and Training to learn from experience and direct schools, especially Dai Kim Secondary School, to focus on building a safe, healthy, democratic educational environment without school violence. Pay attention to moral education, awareness of law compliance, and respect for teachers for students; do a good job of school psychological counseling, promptly detect cases of students showing abnormal psychological signs so that families can take appropriate care and education measures; improve the management and operation capacity of the Board of Directors, proactively and take measures to handle unsafe situations in schools; promptly detect and prevent student misconduct; closely coordinate with students' families and local authorities to ensure school safety.
On September 19, the Ministry of Education and Training issued Circular 19 on rewards and discipline for students, officially abolishing all 5 forms of student discipline of Circular 08 issued in 1988, 37 years ago.
Circular 19 sets out principles for student discipline that must be respectful, tolerant, objective, and without prejudice, ensuring the right to participate and the interests of students in related issues; ensuring suitability to the psychological characteristics, gender, physical condition, family circumstances, and regional cultural characteristics of each student.
Circular 19 stipulates that the highest form of discipline is requiring a written self-criticism, along with warnings and criticisms. For primary school students, only two forms of discipline are applied: warnings and requests for an apology.
All forms of discipline previously prescribed in Circular 08 have been officially abolished, including: Reprimand in front of the class, reprimand before the school disciplinary council, warning in front of the whole school, expulsion for one week and the highest form is expulsion for one year.
