Service fees to support educational and training activities must be decided by competent authorities; all cases where educational institutions set up fees contrary to regulations are strictly prohibited.
On the afternoon of October 5, at the regular Government Press Conference, answering reporters' questions about the situation of overcharging that has been recurring for many years, despite many directives to rectify it, but voluntary socialized contributions are still being transformed into mandatory ones, Deputy Minister of Education and Training Le Tan Dung shared 9 groups of solutions to completely resolve the situation of overcharging in the 2025-2026 school year, as well as avoid forcing parents.
Specifically, Deputy Minister Le Tan Dung said that recently, the Ministry of Education and Training and local authorities have issued many documents to rectify the situation of overcharging by educational institutions.
In the 2025-2026 school year, the Ministry of Education and Training also sent documents to ministries, branches, localities, and educational institutions on the implementation of tuition policies, tuition exemptions and reductions, and other fees in the education and training sector.
Accordingly, the Ministry of Education and Training has proposed 9 groups of long-term and short-term solutions to rectify the situation of overcharging.
Firstly, Mr. Dung said that the ministry has issued a document requesting all levels and sectors to strictly implement education policies as well as regulations on tuition fees, exemptions, reductions, and tuition support in accordance with Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government regulating policies on tuition fees, exemptions, reductions, and tuition support, support for learning costs, and service prices in the field of education and training.
Second, the Ministry of Education and Training stipulates that service fees to support educational and training activities must be decided by competent authorities; it is strictly forbidden for all cases where educational institutions set up fees that are contrary to regulations of competent authorities.
“We also pay special attention to mobilizing, managing and using resources to ensure compliance with regulations of competent authorities,” said Mr. Dung.
The next group of tasks mentioned by the leaders of the Ministry of Education and Training is to strictly implement regulations on posting and publicizing information on prices of educational materials, equipment, and textbooks in the area, ensuring publicity and transparency.
Mr. Dung also said that through monitoring in localities, the Ministry of Education and Training has found that many localities have directed educational institutions in the area to comply with the list issued by the People's Council. Accordingly, schools are absolutely not allowed to combine many fees, not collect many periods in advance; at the same time, they are not allowed to take advantage of the name of the Parents' Representative Board to collect fees in violation of regulations.
Sixth, Mr. Dung said the Ministry of Education and Training will continue to review the system of legal documents to make adjustments and supplements to ensure the rights of learners, especially students and their parents.
“Based on its functions, duties and powers, the Ministry of Education and Training will continue to strengthen inspection and supervision work. When detecting any violations, it will be strictly handled according to the provisions of the law,” Mr. Dung stated the seventh group of solutions.
In addition, Deputy Minister Le Tan Dung said the Ministry of Education and Training recommended that the National Assembly agencies and the National Assembly Standing Committee regularly monitor this matter at both central and local levels.
The last group of solutions mentioned by Mr. Dung is to request local Party committees and authorities to regularly inspect and direct the correction of this situation right at educational and training facilities in the area./.
