Principles, criteria and 3 priority products for immediate implementation
Reporting at the meeting, Deputy Minister of Science and Technology Bui The Duy said that based on the direction of the Central Steering Committee, the Ministry of Science and Technology has coordinated with ministries, branches, localities, enterprises, organizations, and the National Advisory Council of the Central Steering Committee to determine the goals, principles, and criteria for product selection.
Accordingly, strategic technology products prioritized for immediate implementation must ensure the following principles: Urgency, ability to succeed quickly, creating widespread impact; willingness of businesses to participate; immediate service to socio-economic development; priority given to products with the potential for commercialization in 2025.
Regarding the selection criteria, the Ministry of Science and Technology proposes that strategic technology products considered for selection must belong to the product group in Decision No. 1131/QD-TTg, in accordance with the initiatives in Plan No. 01-KH/BCĐTW and based on 3 criteria:
First, solving Vietnam's big problems: Serving the national goal of double-digit growth, two-level local government; increasing labor productivity; ensuring national defense and security; ensuring social security.
Second, competitiveness: Ability to replace imports and have export potential, large enough market size, ability to commercialize early.
Third, the level of technological mastery: Mastering design, mastering system integration into products. Mastering core technologies and ensuring high Vietnamese value in products.
According to Deputy Minister Bui The Duy, based on research and assessment by the Ministry of Science and Technology and opinions from ministries, branches and localities, the Ministry has completed the proposed List of strategic technology products to be deployed in 2025 and 3 strategic technology products prioritized for immediate deployment.
Specifically, the strategic technology products to be deployed in 2025 include: Large language models and Vietnamese virtual assistants; 5G mobile network systems and devices; AI cameras for processing at the edge; Blockchain platform for traceability and digital assets; Autonomous mobile robots; Unmanned aerial vehicles. Of which, the 3 priority products to be deployed immediately are: Large language models and Vietnamese virtual assistants; 5G mobile network systems and devices; AI cameras for processing at the edge.
Deputy Minister Bui The Duy emphasized that, according to the assessment, these are products that are both urgent and have widespread effects, and a number of domestic enterprises and research institutes are ready to participate with high commercialization potential in the short term.

The choice must be accurate and correct, focus on the key points, and create immediate breakthroughs.
At the meeting, representatives of many ministries and branches discussed the urgency and prospects of each product. Many opinions said that all 6 products are suitable for global development trends and have the potential to be widely applied in Vietnam. In particular, the Vietnamese language model and virtual assistant are expected to be the platform serving the digital economy , digital government and the communication and search needs of tens of millions of users. However, it is necessary to choose priority products that are urgent and can be applied in all ministries and branches in the short time remaining in 2025.
After listening to the report of the Ministry of Science and Technology and opinions from ministries, branches and localities, Deputy Prime Minister Nguyen Chi Dung highly appreciated the Ministry of Science and Technology for implementing the task in a methodical and scientific manner; at the same time, he basically agreed with the principles and criteria for analyzing, evaluating and selecting priority strategic technology products.
The Deputy Prime Minister affirmed that it is necessary to focus on applying science and technology to production activities to increase product value. During the implementation process, it is necessary to clearly identify what problems the developed technology will solve, what impact it will have on related industries and fields, and at the same time ensure the sustainability of economic development.
"We must have clear products and develop them as quickly as possible to evaluate the development of science and technology in life, prioritize budget and mechanisms, and concentrate efforts to make a breakthrough," the Deputy Prime Minister emphasized.
With the ability to compete domestically and internationally, the Deputy Prime Minister suggested that the selection of strategic technology products must take into account the readiness of enterprises, the long-term development factor in the world market, to catch up, progress together and surpass in some areas. Along with that, it can have an immediate impact on production, labor productivity, economic growth and social security.
Deputy Prime Minister Nguyen Chi Dung emphasized that the selected products must be accurate and correct so that they can be implemented immediately, focusing on key points and creating immediate breakthroughs.
In particular, the Deputy Prime Minister noted the ability to master core technology and said that among the many businesses actively registering for implementation, large businesses with extensive experience and research capacity must focus on priority, pioneering and leading.
The Deputy Prime Minister assigned the Ministry of Science and Technology to preside with ministries and branches to continue researching, selecting and deploying strategic technology products to solve the problems of the industry. First of all, the industry and trade and agriculture sectors, then education and health. Ministries and branches must proactively analyze and evaluate the needs of the industry to "place orders" in accordance with their identity and development direction.
