On October 1, at the Government Office, Prime Minister Pham Minh Chinh met with President of the National Assembly of the Republic of Cuba Esteban Lazo Hernández, who is visiting Vietnam and co-chairing the second meeting of the Vietnam-Cuba Inter-Parliamentary Committee.

"Cooperation with Vietnam has strategic significance"
Speaking at the meeting, President of the Cuban National Assembly Esteban Lazo Hernández affirmed that Cuba always attaches importance to the special friendship with Vietnam, considering cooperation with Vietnam to be of strategic significance in the context of the current socio-economic and world situation with many challenges and difficulties for Cuba.
The President of the Cuban National Assembly expressed his gratitude for the solidarity, support and timely and effective assistance that the Party, State and people of Vietnam have always given to Cuba, especially in supporting the stable supply of food and the development of food production in Cuba.
The Cuban National Assembly Chairman expressed his wish to continue exchanging with Vietnam experiences and lessons learned in the development process of each country, especially the innovation process in Vietnam and the strategic development policies and guidelines that the Vietnamese Party and State are implementing.
Vietnam continues to implement measures to support Cuba
Prime Minister Pham Minh Chinh reaffirmed Vietnam's consistent policy in consolidating and developing the special brotherly relationship, loyal solidarity, traditional friendship and comprehensive cooperation between Vietnam and Cuba; and wished to work with the Party, State, Government and people of Cuba to preserve, cultivate and promote the exemplary relationship that has been cultivated by many generations of leaders of the two countries.
The Prime Minister also shared Vietnam's lessons on innovation in thinking and methods in the process of economic development, breaking the embargo, opening up and integrating internationally; affirming the need to promote all resources for development, especially the role of the private economic sector as an important driving force for the development of the Vietnamese economy.
The two leaders appreciated the ministries, branches and agencies of the two countries for actively implementing the results of the visits to Cuba by General Secretary To Lam (September 2024) and the visit to Vietnam by First Secretary and President of Cuba Miguel Diaz-Canel (September 2025), especially in important strategic cooperation areas such as agriculture, solar energy and biotechnology - pharmaceuticals.
The Prime Minister affirmed that the Vietnamese Government will continue to implement practical and specific support measures for Cuba, especially agricultural projects following the business model to support food security in Cuba, as well as other important fields of energy and biotechnology.
The Prime Minister suggested that the two sides closely coordinate to implement agreements between the two countries' high-ranking leaders in recent times and those signed during this visit, improve the effectiveness of cooperation mechanisms between the two countries through the Party, State, Government, National Assembly channels and between ministries and local sectors; and continue to coordinate and support each other at multilateral forums.
The two leaders agreed to continue coordinating activities to celebrate the 65th anniversary of the establishment of diplomatic relations, the "Vietnam - Cuba Friendship Year" (December 2, 1960 - December 2, 2025); create favorable conditions and encourage the expansion of participation of organizations and businesses of the two countries in the socio-economic development process of each country.
The two leaders agreed to focus on promoting economic, trade and investment cooperation, in the spirit of "For Vietnam, Cuba is willing to sacrifice its blood"; "For Cuba, Vietnam is willing to sacrifice its time, effort and intelligence".
At the end of the meeting, President of the Cuban National Assembly Esteban Lazo Hernández respectfully conveyed to Prime Minister Pham Minh Chinh his regards and invitation to visit Cuba from Prime Minister Manuel Marrero. Prime Minister Pham Minh Chinh thanked and happily accepted the invitation.
