On the morning of September 23, at the Ho Chi Minh City People's Committee Headquarters, Deputy Prime Minister Nguyen Chi Dung led a Government delegation to attend a Dialogue with NVIDIA Corporation organized by the Ministry of Finance . The event aimed to summarize the results of cooperation between Vietnam and NVIDIA in the past time, and discuss directions for the next steps.
Along with that, Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc and representatives of ministries, training institutions, and Vietnamese enterprises exchanged, discussed, and proposed a number of cooperation contents with NVIDIA representatives.
Hope NVIDIA and Vietnam develop sovereign AI
Deputy Prime Minister Nguyen Chi Dung highly appreciated NVIDIA's choice of Ho Chi Minh City as a stop in the NVIDIA AI Day series of events, where the technology community can access and discuss the most advanced AI solutions and trends. According to him, this is a meaningful activity, not only opening up opportunities for knowledge sharing, but also contributing to putting Vietnam on the map of AI development centers in the region and the world .
NVIDIA AI Day is a flagship event organized by NVIDIA to promote research, development and application of artificial intelligence through in-depth training courses and connect the global AI ecosystem. Ho Chi Minh City is one of four cities in the world selected to host NVIDIA AI Day 2025, along with Tokyo, Sydney and Seoul.
The cooperation agreement between NVIDIA and the Government of Vietnam, signed in December 2024, is considered a pioneering and strategic step. This document concretizes high-level agreements between the leaders of the two countries, especially after US President Joe Biden's visit to Vietnam in September 2023, which emphasized promoting cooperation in science, technology and innovation.
Notably, the event also shows that NVIDIA is realizing the commitment of Chairman Jensen Huang: “making Vietnam a second home for NVIDIA”. This is both an opportunity and a motivation for Vietnam to continue to perfect its innovation ecosystem, attracting international investment and talent.

Vietnam will certainly become NVIDIA's second home.
According to Deputy Minister of Finance Do Thanh Trung, the Ministry has assigned the National Innovation Center (NIC) to act as the focal point, coordinating with NVIDIA Corporation and related units to promote investment, production and cooperation activities. Thanks to that, many important results have been achieved such as developing research and development infrastructure, building an AI startup ecosystem, connecting with universities and research institutes to share experiences in the fields of smart transportation, digital healthcare, and smart manufacturing. In particular, the NVIDIA AI Day event attracted more than 1,000 delegates, including AI engineers and technology enterprises, with 16 specialized seminars.
Concluding the meeting, Deputy Prime Minister Nguyen Chi Dung welcomed NVIDIA's goodwill in cooperating to quickly implement the agreement signed with the Vietnamese Government in December 2024. In the context of the world witnessing a fierce AI "race" between the superpowers, Vietnam cannot stand aside, but needs to clearly identify priority areas to take immediate action.
According to the Deputy Prime Minister, Vietnam chooses a development path based on knowledge, science and technology, innovation and digital transformation as an inevitable strategy to improve productivity, competitiveness, escape the middle-income trap and aim to become a developed country by 2045.
In recent times, the State has issued many key policies such as Resolutions 57, 68, 71 of the Politburo; National Strategy on Semiconductor and AI Industry; Project to train 50,000 Semiconductor and AI Engineers; and a list of 11 strategic technology sectors. In the near future, the Government plans to submit to the National Assembly the AI Law to create a legal corridor, while promoting digital human resource training and the "Digital Literacy for All" movement to popularize digital and AI skills for all people.
The Deputy Prime Minister assigned the Ministry of Finance to take the lead, coordinate with the Ministry of Science and Technology, relevant agencies and NVIDIA's AI R&D Center to quickly concretize the projects for implementation. The Vietnamese Government is committed to accompanying and creating all favorable conditions for investors, especially NVIDIA, to operate effectively. "Vietnam will certainly become NVIDIA's second home," Deputy Prime Minister Nguyen Chi Dung affirmed.
Ask NVIDIA to help with 7 important AI problems
The Deputy Prime Minister asked NVIDIA Corporation to continue to accompany and support Vietnam in many important aspects.
Firstly, as a strategic investor, NVIDIA needs to work with Vietnam to implement Resolution 57, contributing to creating a foundation for the country to seize opportunities and make breakthroughs in science and technology.
Second, support the development of sovereign AI, provide technology and experts, coordinate with domestic partners to apply AI in all economic sectors, and build national-level AI solutions.
Third, join Vietnam in perfecting the legal framework on AI, especially the AI Law expected to be submitted to the National Assembly at the upcoming 10th Session and related guiding documents.
Fourth, promote cooperation in research and human resource training through connections with universities, research institutes, and start-up businesses.
Fifth, expand the scale and quality of talent training, especially through the Jensen Huang Scholarship Fund, helping Vietnamese students, engineers, and scientists access NVIDIA's AI Academy program.
Sixth, cooperate with NIC to develop an AI startup ecosystem, implement incubation programs, connect startups with venture capital funds, creating a stepping stone for the ambition of making Vietnam a leading AI center in the region.
Seventh, strengthen the organization of the annual NVIDIA AI Day on a larger scale, not only in Ho Chi Minh City but also expanding to Hanoi, Da Nang..., to turn this event into an "AI festival" for all people, where knowledge is spread and everyone can contribute and enjoy the fruits of development.
