The Ministry of Finance proposed to establish a Department of Waste Prevention and Control.

This proposal was made by the ministry when drafting the Law on Thrift and Anti-Waste. The draft is being appraised by the Ministry of Justice .

The dossier outlines seven major policy groups, including the establishment of the Department of Waste Prevention and Control. This Department will be responsible for developing and perfecting policies and regimes; implementing and promulgating comprehensive programs on thrift and waste prevention; and guiding ministries, branches and localities in implementing the provisions of the Law.

In addition, the Department will conduct inspections, checks, and reports to the Government, the National Assembly , and Party agencies on the results of thrift and anti-waste work nationwide, as well as the implementation of Central Directives and Resolutions.

According to the Ministry of Finance, this model is similar to the anti-corruption agencies prescribed in the Law on Anti-Corruption. Currently, the Government Inspectorate, the Ministry of Public Security and the Supreme People's Procuracy all have specialized anti-corruption units. The Chief Prosecutor of the Supreme People's Procuracy, the Government Inspector General, and the Minister of Public Security are responsible for regulating the organization, tasks, and powers of these specialized units.

The establishment of the Department of Waste Prevention and Control is considered a step forward in establishing a solid legal foundation, promoting the responsibility of organizations and individuals in managing and effectively using national resources. The Ministry of Finance said that the consolidation of the department-level unit at the ministry will not increase the number of agencies, organizations or civil servants, but only rearrange existing resources in the industry.

In addition to the above content, the Ministry of Finance also proposed 6 other major policy groups in this draft law. These are to perfect regulations on identifying wasteful behavior and violations in implementing related regulations; sanctions; mechanisms for the Vietnam Fatherland Front, mass organizations, and people to monitor, inspect, and detect waste; encourage organizations and individuals to participate in saving and fighting waste; increase the initiative and self-responsibility of ministries, branches, and localities; and unify the Law on Saving and Fighting Waste with legal documents in each field.

The Ministry of Finance believes that this law will enhance the effectiveness of thrift work, combat waste, manage and use resources effectively, and bring the country into a new era, an era of national growth.
