Regarding the operations of the Inspection Centers, Minister of Transport Nguyen Van Thang informed that currently only the inspection centers in Bac Kan and Hoa Binh provinces have not reopened, while other centers across the country are basically operating normally.

Regarding the issue of staff shortage affecting the operation of the Inspection Centers, Minister Nguyen Van Thang worked with the Secretary of the Hoa Binh Provincial Party Committee and the leaders of the Department of Transport. Specifically, the Ministry has supported localities in training local people around the recruitment and certification and will soon return to operation.

At the same time, Minister Nguyen Van Thang also acknowledged the fact that recruiting a vehicle inspector takes a lot of time, going through many training stages before being able to issue a certificate. If following the correct procedure, training a vehicle inspector takes a whole year and this is a difficult problem.

Therefore, when the incident related to vehicle inspection activities occurred in the past, the Ministry of Transport handled the situation according to the request of the Ministry of Public Security and the Ministry of National Defense to support the vehicle inspection force, even having to invite newly retired vehicle inspectors who were still healthy to return to work. On the other hand, mobilize vehicle inspectors to work overtime, without holidays or Tet.

Recruiting more inspection officers, moving towards online inspection

In the near future, Minister Nguyen Van Thang said that the Ministry of Transport plans to submit to the Prime Minister an adjustment to the vehicle inspection regulations, not necessarily requiring a vehicle inspection line to have 3 vehicle inspectors, thereby helping to have more human resources (currently the Vietnam Register has recruited 350 vehicle inspectors).

According to Minister Nguyen Van Thang, in order for inspection centers to return to normal operation, there are three more things to do; one of which is to adjust the financial mechanism. Currently, the Ministry of Transport has coordinated with the Ministry of Finance to remove inspection prices from the provisions of the Law to ensure income for inspectors and, importantly, to let the market decide.

In addition, continue to recruit and train inspection staff to have enough staff to operate the inspection line and reopen the centers as well as reduce pressure on inspection activities by extending the inspection cycle.

In addition, promote the application of information technology in vehicle inspection activities such as: Registering for vehicle inspection online, paying by bank transfer..., ensuring the correct date and time for vehicle owners to come for vehicle inspection, without having to queue, saving time and effort of people and businesses.  

“We are continuing to focus strongly on recruiting and training inspection staff, so that within the next 3 months, we will have enough staff to re-arrange for all inspection centers; so that all inspection lines will operate normally when they have enough staff, along with the extension of inspection periods, so that we will not be under pressure anymore,” said Minister Nguyen Van Thang.

On the other hand, Minister Nguyen Van Thang also said: "We are applying information technology to strictly control and minimize manual inspection, while simultaneously implementing online registration and payment by bank transfer."

"We do it like foreign countries, the vehicle owner brings the vehicle on the right date and time, no need to queue like before," said Minister Nguyen Van Thang.
