Ministry of Construction informs about the implementation of Mang Den Airport

Minister of Construction Tran Hong Minh has just signed an official dispatch to the National Assembly Delegation of Quang Ngai province to respond to the petition sent by voters of Quang Ngai province after the 9th Session of the 15th National Assembly.

According to voters of Quang Ngai province, from July 1, 2025, implementing Resolution No. 202/2025/QH15 of the National Assembly on the arrangement of provincial-level administrative units, the entire natural area and population size of Kon Tum province and Quang Ngai province have been merged into Quang Ngai province.

After the merger, National Highway 24 plays an important role as a vital route connecting the eastern and western regions of Quang Ngai province.

In order to promptly meet the requirements of socio-economic development, ensure smooth trade, and at the same time create development momentum for Quang Ngai province, voters of Quang Ngai province requested the Ministry of Construction to consider and soon approve the investment policy to upgrade the 58 km section (not yet upgraded) of National Highway 24; approve the investment policy and apply special mechanisms to deploy the Quang Ngai - Kon Tum expressway and Mang Den Airport.

According to the Ministry of Construction, National Highway 24 connecting Quang Ngai and Kon Tum provinces (before the merger) is about 168 km long, the current basic condition meets the mountain level III standards, the remaining about 58 km is level IV - V (including the section through Violak Pass) with small, narrow roads and continuous winding slopes. Therefore, it is necessary to soon upgrade and renovate this route to enhance connectivity and ensure traffic safety.

Pursuant to the provisions of the 2024 Road Law and Decree No. 165/ND-CP dated December 26, 2024 of the Government, the Ministry of Finance has decided to transfer road infrastructure assets to Quang Ngai and Kon Tum provinces for management, exploitation and maintenance, including National Highway 24. Therefore, the authority to manage and invest in National Highway 24 belongs to the locality.

The Ministry of Construction agrees with the proposal of voters of Quang Ngai province to soon invest in upgrading and renovating National Highway 24 to create favorable conditions for connection between the two important economic, political and cultural centers of the locality, especially the rapid increase in transportation demand on the route after the merger into Quang Ngai province.

“The Ministry of Construction requests the People's Committee of Quang Ngai province to proactively study and arrange local budget capital to invest in upgrading this route according to its authority; in case of difficulty, coordinate with the Ministry of Finance to report to the Prime Minister for consideration and decision,” said Minister of Construction Tran Hong Minh.

Regarding the investment in the Quang Ngai - Kon Tum expressway, the Minister of Construction said that according to the Road Network Planning for the period 2021 - 2030, with a vision to 20502, the Quang Ngai - Kon Tum expressway (CT.42) connects the North - South expressway in the East and the North - South expressway in the West, with a length of about 136 km, a scale of 4 lanes, and investment progress before 2030.

On May 28, 2025, the Prime Minister issued Document No. 611/TTg-CN assigning the People's Committee of Quang Ngai province to be the competent authority to implement the investment in the Quang Ngai - Kon Tum expressway.

Therefore, the Ministry of Construction requested the People's Committee of Quang Ngai province to mobilize resources to speed up the progress of project investment preparation.

“This is expected to be an important national project (total investment of about 45,000 billion VND), so the People's Committee of Quang Ngai province is requested to study and propose specific mechanisms to mobilize resources and speed up the investment progress of the road as recommended by voters. The Ministry of Construction will closely coordinate with the locality during the implementation process,” Minister Tran Hong Minh shared.

Regarding Mang Den Airport, the Ministry of Construction said it is implementing procedures to adjust the Airport System Planning, including adding Mang Den Airport.

After the planning is approved and adjusted by the Prime Minister, it is recommended that the People's Committee of Quang Ngai province closely coordinate with the Ministry of Construction to organize the establishment and approval of the detailed planning of Mang Den Airport.

On that basis, the People's Committee of Quang Ngai province will study and propose specific mechanisms to mobilize investment resources for Mang Den Airport to serve the socio-economic development needs of the locality. The Ministry of Construction will closely coordinate with the locality during the implementation process.

According to preliminary research, Mang Den Airport is expected to be located in Mang Den commune, about 73 km northeast of Pleiku Airport, about 105 km northwest of Phu Cat Airport, and about 93 km southwest of Chu Lai Airport.

The planned area of Mang Den Airport is located entirely on a mountainous area, with an expected area of about 350 hectares.

The planned capacity of Mang Den Airport by 2030 is expected to be about 1 million passengers/year (oriented to renovate the chain to exploit beyond capacity for the period after 2030); airport level 4C (according to the classification of the International Civil Aviation Organization - ICAO).
