On September 30, in Tokyo, within the framework of his visit to Japan, Senior Lieutenant General Tran Quang Phuong, member of the Party Central Committee and Vice Chairman of the National Assembly , met with President of the Japanese House of Councilors Sekiguchi Masakazu, held talks with Vice Chairman of the Japanese House of Representatives Genba Koichiro, met with President of the Japan-Vietnam Friendship Parliamentary Alliance Obuchi Yuko and Honorary Advisor of the Friendship Parliamentary Alliance Nikai Toshihiro.
At the meeting with Senate President Sekiguchi, Vice President of the National Assembly Tran Quang Phuong conveyed his regards and a letter from National Assembly President Tran Thanh Man thanking Senate President Sekiguchi for sending a congratulatory letter on the occasion of the 80th anniversary of the National Day of the Socialist Republic of Vietnam.
The Vice Chairman of the National Assembly expressed his delight at the strong and comprehensive development of the Vietnam-Japan Comprehensive Strategic Partnership and the progress in cooperation between the Vietnamese National Assembly and the House of Councilors of Japan on the basis of the Cooperation Agreement signed by the two sides on the occasion of National Assembly Chairman Tran Thanh Man's official visit to Japan in December 2024; affirming that parliamentary cooperation is an important channel, contributing to strengthening political trust, promoting people-to-people exchange, and expanding cooperation between the two countries in many fields.
Appreciating and thanking Japan for its contributions to Vietnam's socio-economic development through ODA and FDI cooperation projects over the past 30 years, the Vice President of the National Assembly expressed his hope that the Japanese House of Councillors would support the Japanese Government in assisting Vietnam in realizing its two 100-year goals of becoming a developing country with modern industry by 2030 and a developed country with high income by 2045; further deepening the Vietnam-Japan Comprehensive Strategic Partnership through concretizing and effectively implementing commitments, agreements and joint documents between the two countries' senior leaders.
The Vice Chairman of the National Assembly proposed that Japan facilitate and simplify procedures and move towards visa exemption for Vietnamese citizens entering Japan to promote people-to-people exchanges; enhance practical and effective cooperation between localities of the two countries through investment, labor, tourism, trade, cultural exchange, etc.
Senate President Sekiguchi expressed condolences over the losses and damages suffered by Vietnam due to the recent typhoon Bualoi; congratulated Vietnam on the occasion of the 80th anniversary of National Day and the successful organization of the Vietnam National Day event at Expo 2025 Osaka, Kansai in early September 2025.
Agreeing with the proposal of the Vice President of the National Assembly, the President of the Japanese Senate affirmed that he will make every effort to further promote the Vietnam-Japan cooperation relationship in all fields.
On this occasion, Vice Chairman of the National Assembly Tran Quang Phuong conveyed to Chairman of the Senate Sekiguchi the invitation to visit Vietnam from Chairman of the National Assembly Tran Thanh Man.

Sharing memories of his visit to Vietnam in 2012 as Japan's Foreign Minister, Vice President of the House of Representatives Genba affirmed that Japan wishes to strengthen cooperation with Vietnam on many levels and in many fields.
The Vice President of the Japanese House of Representatives highly appreciated Vietnam's focus on resources to develop science, technology, and innovation in the coming time and affirmed that Japan will promote cooperation with Vietnam in these important fields.
The Vice President of the Japanese House of Representatives assessed that the relationship between the two countries is increasingly balanced through human resource exchange, and many Vietnamese experts and businesses in many fields are actively contributing in Japan.
Vice Chairman of the National Assembly Tran Quang Phuong proposed that Japan create conditions for 1,000 senior experts and 5,000 Vietnamese IT engineers, connect research institutes and universities between the two countries, and promote high-quality human resource training through receiving Vietnamese workers at Japanese high-tech enterprises.
Regarding local cooperation, the two sides agreed that this is an important channel to substantively implement the relationship between the two countries. Vice Chairman of the National Assembly Tran Quang Phuong agreed that the two countries should further strengthen cooperation between localities, including Fukushima province - the hometown of Vice Chairman of the House of Representatives Genba - and Vietnamese localities whose leaders participated in this delegation such as Quang Ngai and Da Nang.
