Compensation of 60 billion VND for people in the Industrial Park Project...

During two days (September 30 and October 1), Branch of Land Fund Development Center No. 1 ( Lam Dong province) coordinated with the People's Committee of Son My commune to organize compensation and support payments for households handing over land to the Son My 1 Industrial Park Project.

Excited to receive money

According to the People's Committee of Son My Commune, in this phase, the Son My 1 Industrial Park Project will pay nearly 64 billion VND for the total recovered land area of more than 33 hectares, with 44 households. However, as of the afternoon of October 1, 21 households have come to receive 37 billion VND; the remaining households that have not received the money are being notified by the locality to come and receive the money soon.

Having just received more than 2 billion VND in compensation for more than 8,700m2, Mr. Tran Dang Chuong (residing in village 2) excitedly said, with this amount of money, I will invest in a business suitable for my age of over 60. Previously, the compensated land was being used for aquaculture production but the income was also unstable. Although the land area is very large, I feel that when the project comes into operation, it will contribute to the development of the local economy and create jobs for people in Son My commune.

People are excited to receive compensation.

With an area of more than 1.1 hectares of barren land with no stable income, Mr. Tran Van Thanh (village 4) said that the land in the project is only planted with forests to sell wood; on average, it is harvested once every three years, with a profit of 70 million VND. However, with the compensation of more than 3 billion VND, I will deposit it in the bank and it will bring higher profits. Hopefully, the industrial park will soon be put into operation so that people can have more income.

Local authorities check procedures and write handover minutes.

Mr. Dang Thanh Cong, Vice Chairman of the People's Committee of Son My Commune, said: Previously, the People's Committee of Lam Dong Province directed the Branch of the Land Fund Development Center No. 1 to coordinate with the People's Committee of Son My Commune, the investor, and relevant departments and branches to speed up the progress of compensation and site clearance for the project. In particular, the priority area with an area of 375 hectares must be cleared first. To facilitate the people, the locality has arranged for the police, youth union, and officials to support people in completing the procedures quickly.

Units coordinate to speed up progress

The Son My 1 Industrial Park project has a total registered investment capital of VND2,300 billion and an area of 1,070 hectares. By the end of September, the Son My 1 Industrial Park had only cleared 86.79 hectares; of which 76.65 hectares were leased by the Provincial People's Committee. The remaining area undergoing compensation and site clearance is more than 983 hectares.

Construction started in 2022, the industrial park has had 3 secondary projects approved for investment with registered capital of up to 5.4 billion USD but is still stuck in site clearance compensation.

The Son My 1 Industrial Park project prioritizes compensation for 375 hectares, including 69 households and 8 organizations. Of these, seven organizations have filed a lawsuit in court. In addition, many households have approved the compensation plan but the investor has not yet transferred the money. In addition, some remaining cases are being legally reviewed and the plan is being completed.

The Son My resettlement project has been approved for economic and technical aspects and is awaiting capital allocation for compensation. The resettlement area has 1.44 hectares, allocated to 76 plots of land for households in the project. The locality has approved the compensation, support and resettlement plan for 7 affected households.

Established in 2023, the Son My 2 Industrial Park project - phase 1 has a total registered capital of 1,717 billion VND with an area of 468.35 hectares. Currently, the investor is completing the feasibility study documents. Regarding site clearance, the investor has completed the work of adjusting documents and cadastral maps; however, the work of land acquisition and selection of land price construction consulting units is still quite slow due to many difficulties.

People sign procedures before receiving compensation.

Mr. Nguyen Hong Hai, Vice Chairman of Lam Dong Provincial People's Committee, said that for the Son My 1 Industrial Park project, the Provincial Land Fund Development Center needs to resolve compensation and site clearance for 65 households whose compensation and support plans have been approved in October.

Before November 15, the Land Fund Development Center must resolve 10 households whose land use origin and assets attached to the land have not been determined; the remaining 3 households do not have resettlement land, related to the land price list, will be implemented later.

The Land Fund Development Center committed to handing over the site to build the resettlement area by October 15 and continue implementing phase 2. The Provincial Industrial Park Management Board needs to soon submit a plan to adjust the project's investment policy.

Vice Chairman of the Provincial People's Committee Nguyen Hong Hai directed the unit to speed up progress.

Regarding the Son My 2 Industrial Park project - phase 1, Vice Chairman of the Provincial People's Committee Nguyen Hong Hai requested that relevant units complete inventory procedures by November 2025. At the same time, the People's Committee of Son My commune needs to review, determine the budget, request the Department of Finance to grant it, and complete it in September.

In October, the People's Committee of Son My commune must select a consulting unit and in November must establish specific land prices. Along with that, the provincial Department of Agriculture and Environment and the provincial Land Fund Development Center support the commune to speed up the compensation process.

In addition, localities, departments, and branches must strictly follow legal procedures when issuing notices and decisions; avoid making mistakes that affect people's rights and easily lead to lawsuits, disputes, and lawsuits in court, prolonging the time for site clearance.
