
Planning 8 resettlement areas
To serve the North-South high-speed railway project through Lam Dong province, 8 resettlement areas in 8 communes and wards including Tuy Phong, Bac Binh, Luong Son, Hong Son, Ham Liem, Ham Kiem, Tan Lap, Binh Thuan have been identified with a total area of nearly 28 hectares (1,001 land lots), total investment of about 439.6 billion VND. The planned land fund meets the resettlement of 812 households out of 952 affected households; the remaining 140 households will be resettled in the existing land fund of the above communes.
By the end of September 2025, Board 2 had completed the survey of the current status map of the land location to serve the compensation and land acquisition work for 8 resettlement areas; 7/8 communes had documents approving the master plan of the project. Binh Thuan ward alone is waiting for approval of the detailed plan for the construction of Ham Hiep resettlement area (25 hectares). Currently, the units are continuing to implement the next steps such as: appraising the plan for using the topsoil of rice-growing land; connecting electricity and water supply; establishing a compensation, support and resettlement council... The expected start date for construction of 5 resettlement areas in the communes: Tuy Phong, Bac Binh, Ham Kiem, Tan Lap, Binh Thuan ward is November 9, 2025, completed on April 30, 2026. Similarly, 3 resettlement areas in the communes: Hong Son, Ham Liem, Luong Son are expected to start construction on November 30, 2025; completed on 30/5/2026.
According to the report of the Construction Investment Project Management Board No. 2 (Board 2), the North-South high-speed railway project through Lam Dong province is 156.5 km long with 2 stations: Phan Ri station in Bac Binh commune; Phan Thiet station in Binh Thuan ward. The project area passes through 18 communes and wards, with a total clearance area of 1,046.42 hectares; a total of 2,476 affected households and 36 organizations; and 952 resettled households.
Coordinate to speed up progress
In a recent meeting of the Provincial People's Committee on the progress of site clearance and resettlement, Mr. Nguyen Hong Hai - Vice Chairman of the Provincial People's Committee said that, in the past time, the progress of implementing 8 resettlement areas for commune level was still slow, such as announcing land recovery in resettlement areas, signing contracts with consulting units to build specific land prices... The Vice Chairman of the Provincial People's Committee directed: "The communes and wards: Tuy Phong, Bac Binh, Luong Son, Ham Liem, Hong Son, Binh Thuan, Tan Lap, Ham Kiem are arranged to build 8 resettlement areas, urgently notify related households of land recovery; at the same time select and sign contracts with consulting units to determine specific land prices as a basis for implementing compensation, support and resettlement land prices. Localities sign to confirm extracts of cadastral maps of the location of the recovered land; update, adjust, approve land use planning, land use plans for the project; hand over the site to start construction soon".
Board 2 coordinates with relevant departments, branches, Branch of Land Fund Development Center No. 1, People's Committees of communes and wards to speed up the work of compensation and site clearance for projects, firstly prioritizing the construction of resettlement areas; focusing on guiding localities on procedures related to site clearance and land acquisition. At the same time, coordinate with units to speed up the progress of preparing design documents, and then implement the basic design of resettlement areas. Departments (Finance, Construction, Agriculture & Environment, Industry and Trade) resolve to shorten the time for documents related to resettlement areas, project appraisal and approval; and funding for resettlement areas.
The Vice Chairman of the Provincial People's Committee reminded localities to strictly manage land areas, not allowing illegal tree planting and construction in resettlement areas and within the boundary of the North-South High-Speed Railway project through the province, to avoid compensation and site clearance.
The North-South high-speed railway project has strategic and key national significance with a total investment of about 67 billion USD, starting from Ngoc Hoi station (Hanoi), passing through provinces and cities, ending at Thu Thiem station (Ho Chi Minh City).
