On October 6, according to Thanh Nien reporter's source, Mr. Ta Thanh Vu, Deputy Director of the Department of Education and Training of Ca Mau, has just signed and issued instructions on the implementation of Resolution 11/2023/NQ-HDND of the People's Council of Bac Lieu province (old), according to Resolution 28/NQ-HDND dated September 22, 2025 of the People's Council of Ca Mau province on continuing to apply a number of legal documents after the merger of administrative boundaries.

Accordingly, service revenues to support educational activities other than tuition fees at public educational institutions in Ca Mau province are applied according to the principle of "democratic and public agreement between schools and parents", not exceeding the ceiling prescribed in Resolution 11/2023. Revenue and expenditure must be for the right purpose, economical, effective, collected correctly and spent sufficiently, and built on the basis of specific plans and estimates.
Notably, the cost of meals at public kindergartens and primary schools is set at a maximum of VND50,000/student/day, ensuring food safety and nutrition, with a written agreement with parents and local authorities.
Other fees are also clearly defined: After-school childcare from 5:00 p.m. to 6:30 p.m. maximum 10,000 VND/student/hour. Weekend childcare, nurturing, and education (Saturday, Sunday), maximum 100,000 VND/day, including meals. Summer student care, maximum 90,000 VND/day. Cleaning classrooms and toilets, maximum 15,000 VND/student/month in primary schools, 10,000 VND/month in secondary and high schools to hire workers, buy chemicals, and cleaning tools. English and extracurricular learning for preschool children, maximum 100,000 VND/month for each learning content, according to the program of the Ministry of Education and Training.
In addition, the Department of Education and Training requires schools to consider appropriate exemptions and reductions for students in difficult circumstances, organize meetings to review and prepare specific records. The management, accounting and settlement of revenues and expenditures must comply with Decree 60/2021/ND-CP on the financial autonomy mechanism of public service units, ensuring transparency and compliance with accounting regulations.
Units are responsible for registering, declaring, paying taxes and conducting periodic internal audits. Heads of educational institutions are responsible for the effective management and use of public revenue and assets. During the implementation process, if any problems arise, units shall report to the Department for synthesis and submission to the Provincial People's Committee for timely consideration and handling.
