On October 6, information from the Ministry of Agriculture and Environment said that after 36 days of implementing the Campaign "Enriching and cleaning up land database" (implemented in 90 days, from September 1, 2025 to November 30, 2025), the work of reviewing and updating land information nationwide has achieved many positive results, creating an important premise for completing the national land database.

Up to now, the whole country has reviewed more than 49 million plots of land, of which more than 15 million plots have been made "correct - sufficient - clean - viable" to synchronize with the Central Government.

Specifically, a representative of the Digital Transformation Department said that in order to promote the digitization of data, especially land data according to the 2-level local government model, the agency has coordinated with the Ministry of Public Security to develop a plan to implement the Campaign "Enriching and cleaning up land databases".

The campaign aims to complete and synchronize the land database, creating a foundation for e- Government and modern state management; improve the quality of public service provision, strongly reform administrative procedures on land; connect and share data between the land database with the national database and other sectors, forming a unified digital data ecosystem to serve the direction and administration work.

Accordingly, the Ministry of Agriculture and Environment and the Ministry of Public Security have clearly assigned responsibilities for 21 specific tasks, of which the Ministry of Agriculture and Environment presides over 5 tasks, the Ministry of Public Security presides over 4 tasks and localities carry out the remaining 12 tasks. The assignment is carried out according to the principle of "clear people, clear work, clear responsibilities, clear results, clear time and clear authority".

For more information, Mr. Mai Van Phan - Deputy Director of the Department of Land Management, said that recently, this unit has established a number of working groups with localities to provide guidance and resolve technical issues to speed up the synchronization of land data.

“Up to now, the whole country has reviewed 49 million plots of land, of which 15 million plots have been synchronized from 34 provinces and cities to the Central Government,” Mr. Phan emphasized.

Regarding the tasks chaired by the Ministry of Public Security, Mr. Phan said that up to now, the Ministry of Public Security has completed 2 tasks; there are 2 regular tasks within the 90 days and nights of the campaign implementation.

With 12 local tasks, Mr. Phan said that so far, most provinces and cities have developed plans to complete the national land database. "Only three localities have not yet taken action," Mr. Phan emphasized.

Deputy Director of the Department of Land Management Mai Van Phan also said that up to now, the whole country has classified 18 million land plots for management by commune-level units.

For the remaining scope (residential land and houses with land use right certificates but no database yet), there are more than 9 million land plots. To date, localities have collected more than 5 million pieces of information for additional updates.

Regarding infrastructure, a representative of the Ministry of Agriculture and Environment said that localities now have management systems and software to update land databases at different levels. The Ministry of Agriculture and Environment is continuing to coordinate with technology units to review and standardize data structures, ensuring the ability to connect, convert and synchronize information between systems, meeting the requirements of the 2-level government model.
