Localities overcome consequences of riverbank and sea embankment landslides

Due to the impact of storm No. 10, many localities along rivers and seas suffered severe damage to sea dike systems and riverbank erosion.

At Hai Tien Beach Resort , Thanh Hoa Province, which annually welcomes millions of tourists to play and swim, due to the impact of storm No. 10, more than 2 km of Hai Tien sea embankment was broken by waves, collapsed, trees were tilted, uprooted... creating a scene of devastation, affecting the lives of people and sea tourism activities here.

After storm No. 10, the row of coconut trees that used to be the highlight of Hai Tien beach was now broken by the storm, the waves crashed into the shore and lay scattered on the beach. The shops of the people living along the coast were hit by waves, the wind blew off the roofs, collapsed, bricks and stones were scattered on the beach area. The embankment about 2 meters long along the coast was broken by the waves, each block of concrete fell into the sea, forming a frog's jaw and could sink deep inside at any time. The asphalt road right next to the embankment was broken and sank when the high tide overtook the embankment and flooded inside.

As a resident living near the landslide area, Mr. Le Van Binh, Dong Hoa village, Hoang Tien commune, assessed that storm No. 10 was a very big storm in the past few decades. The storm has left many losses in human lives and property in the whole province. The road near the embankment where people often travel and do daily activities has now been broken into pieces by the waves, deeply penetrating into half the width of the road. People hope that the authorities at all levels will soon allocate funds to repair the embankment, creating conditions for local economic development...

While on duty at the landslide site, Senior Lieutenant Le Pham Thuy, a police officer of Hoang Tien commune, said that, following the order of the Director of Thanh Hoa Provincial Police, when there was news of a storm, 100% of the officers and soldiers of Hoang Tien commune police were on duty at the unit. When the Hai Tien sea embankment landslide incident occurred, the commune police divided shifts, assigned officers to be on duty at the landslide site 24/7, and posted signs to prevent people from approaching the landslide area to ensure safety.

According to the assessment, although the high tide has receded, with the current level of erosion, the Hai Tien sea embankment is at risk of eroding deeper inward and continuing to erode the remaining sections at any time, potentially posing a risk to the safety of residents and tourists, while also affecting the property of organizations and individuals in the area.

Faced with this situation, the People's Committee of Hoang Tien commune has set up a system of hard barriers with warning signs of dangerous areas, and implemented road closures on 13 routes approaching dangerous landslide areas along the sea dike. Widely announced on the commune's electronic information page, on the loudspeaker system, and social networks about the content of the recommendation not to approach the landslide area by any means to ensure the safety of the people. The commune continues to patrol and control to prevent people and vehicles from approaching the landslide area along the dike. Violations, if any, will be handled according to the provisions of law.

According to Mr. Le Duy Trong, Head of the Economic Department of the People's Committee of Hoang Tien Commune, the Hai Tien coastal embankment was invested in and built in 2017. Since then, many storms have hit the North Central region, including Thanh Hoa, but no storm has been as devastating as the recent storm No. 10. The province has issued a Decision declaring an emergency situation for the Hai Tien coastal embankment landslide.

In Hue city, the People's Committee of Hue city has just issued Decision No. 3143/QD-UBND declaring a natural disaster emergency situation to overcome the damage caused by landslides on the Bo river bank through Niem Pho village, Quang Dien commune due to storm No. 10 and floods.

Due to the impact of storm No. 10 in late September 2025, Hue had heavy rain with total rainfall of 300 - 600mm. The water level of the rivers rose, causing riverbank erosion. In particular, the Bo River bank section passing through Niem Pho village, Quang Dien commune suffered heavy erosion with a length of 900m (the area passing through Team 2, Niem Pho village, about 450m long; the area passing through Team 7, Team 8, Niem Pho village, about 450m long).

Landslides and deep riverbank erosion damaged essential infrastructure works, affected the vital traffic of the village and commune, caused insecurity for 7 houses and affected the lives of people living along the above riverbank and local socio-economic development.

In particular, the landslide-affected road is the main route connecting Provincial Road 19 to Nho Lam dike. This is the only main route for people to travel during the flood season to connect inter-commune.

Hue City People's Committee requested the Chairman of Quang Dien Commune People's Committee, Head of Quang Dien Commune Civil Defense Command to mobilize forces, means and assign specific tasks to each member to regularly monitor the landslide situation at the scene, promptly take response measures; mobilize legal resources according to regulations to carry out emergency handling, reinforcement, and initial landslide prevention when rain, storms and floods are coming; put up warning signs, delineate dangerous areas, arrange guards, guide people to cross to ensure safety in the area; strengthen information and communication so that people know about the risk of riverbank landslides, proactively take preventive and response measures; have plans to move people to ensure safety before natural disasters.

The Construction Project Management Board of Area 2 shall preside over and coordinate with relevant units to urgently develop an emergency plan to prevent riverbank erosion as mentioned above and send it to departments, branches, sectors and the City People's Committee for consideration and decision...
