From practical requirements and striving to successfully implement the goals of the Party Congress Resolution for the 2020-2025 term, the Party Committee of Dong Tho Ward ( Thanh Hoa City) has issued a specialized resolution focusing on leadership, aiming to create strong and clear changes in the work of urban order management (TTĐT), construction and environmental sanitation (VSMT). After a short period of focused implementation, the resolution has been spreading and receiving the support of a large number of cadres, party members and people.

In recent times, Dong Tho ward has implemented many solutions to improve the effectiveness and efficiency of State management of information technology, construction, and environmental sanitation. However, due to many different reasons, this work has not yet met the practical requirements for a model ward; in many places, after the campaign of penalties ended, the situation of encroachment on sidewalks, roads, and illegal markets, and dumping of waste into the environment recurred, damaging the urban landscape and environmental sanitation... Meanwhile, the 31st Party Congress of the ward, term 2020-2025, set the goal of building Dong Tho ward to lead the city in ensuring information technology, environmental sanitation and considered this a key task of the entire term. Based on this reality, in early March 2023, the Ward Party Committee issued a resolution on strengthening the Party's leadership in the management of urban information technology, construction and environmental sanitation in the area for the period 2023-2025.

In the resolution, the Ward Party Committee set out the goal of re-establishing and maintaining strict management of public order, construction order, and environmental sanitation. Resolutely prevent and promptly handle violations of public order, illegal construction, and encroachment on public land. Do not allow the situation of dumping garbage and waste in public places, not at the prescribed time; turn on loudspeakers causing excessive noise and exceeding the prescribed time, affecting the daily life of the people. Eliminate complicated gathering places of public order, do not allow new gathering places to arise, especially the area in front of Dong Tho market gate, the former Pho Nam market, and the violation point on Thanh Thai street. Strengthen socialization to invest in upgrading the traffic system, sidewalks, drainage ditches, electricity, trees, schools, etc.

The resolution has been deployed to Party cells and people through meetings in residential areas. The ward Party Committee has also established 5 working groups led by comrades in the Party Committee Standing Committee, directly attending activities with Party cells and people of 20 residential groups. At the same time, the leadership of the government, the Fatherland Front, political and social organizations has focused on developing an implementation plan. Since then, the specialized resolution on information technology, construction and environmental sanitation has quickly created a widespread political movement in the entire political system, spreading widely to a large number of people in the ward. Many political organizations in the area have had good ways in implementing it, such as the ward Fatherland Front has "gone to every alley, knocked on every door" to propagate and mobilize people and businesses not to encroach on roadsides and sidewalks; the Women's Union, the Elderly Association, and the Ward Veterans Association have mobilized members to participate in cleaning up environmental sanitation in residential areas every Saturday and Sunday morning; Youth Union in charge of cleaning up and ensuring environmental sanitation in areas far from residential areas, which can easily become waste dumping grounds...

Also through the resolution, focus on implementing solutions to improve discipline and administrative discipline, not to be lenient, avoid, take advantage of work positions to cover up or cause harassment and difficulties for organizations and individuals... Strive to build Dong Tho to become the leading ward in Thanh Hoa City in ensuring information technology and environmental sanitation as set out in the Resolution of the Party Congress of the Ward for the 2020-2025 term.

Implementing the resolution on strengthening the Party's leadership in the management of urban information technology, construction and environmental sanitation in the area for the period of 2023-2025, the People's Committee of Dong Tho ward has developed a plan and assigned specific tasks for each work item according to the timeline to specialized departments, functional forces and residential groups. In particular, it focuses on widely propagating in many forms to each household about the policy of the ward Party Committee. Mobilizing the ward police force, militia and urban rules to regularly and continuously patrol, inspect, handle, and resolutely eliminate business locations, flea markets, temporary markets, acts of encroaching on sidewalks and roads for business, street vending, gathering materials, placing advertising signs... Inspect and handle all cases of illegal construction, construction without permits, construction against planning, and encroachment on public land. Conduct surveys of schools, traffic routes, alleys, sidewalks, drainage systems, lighting systems, and trees to coordinate with socio-political organizations to mobilize people to contribute and invest in upgrading and beautifying urban areas...

According to the report of the People's Committee of Dong Tho Ward, in April and May 2023, the People's Committee of the Ward organized inspections and imposed administrative fines of VND 25.35 million for acts of encroachment on roads and sidewalks for business purposes. At the same time, it requested the demolition and organized forces to enforce the demolition of many illegal construction works on public land.

In fact, organizing inspection campaigns and handling violations of environmental sanitation and hygiene is not a new task in communes and wards in Thanh Hoa City.
