Due to the impact of storm No. 5 in 2025, causing prolonged heavy rain in Thanh Phong commune; on the night of August 25, at Pu Kang hill, Hai Huan village, a landslide occurred (positive slope of the road from Tan Phong village to Hai Huan village, 3.5m wide concrete road).
Accordingly, the slope of this section is about 200m long, the average height of Pu Kang hill is about 20 - 30m and has a fairly large slope. There have been 2 large landslides causing landslides down to the roadbed (the first landslide is about 30m long, the second landslide is about 50m long); the remaining slopes, in addition to the large slope, have loose soil structure and signs of erosion of the outer weathering layer.
Immediately after the incident, the People's Committee of Thanh Phong commune organized to clean up and collect the landslide to clear the route and ensure traffic. The landslide has the risk of directly affecting 5 households with 27 people living right at the foot of the negative slope of the concrete road and endangering the safety of people and vehicles traveling on the route from Tan Phong village to Hai Huan village.
Landslides in this area are expected to continue to develop in a complex and unpredictable manner, especially when rain and floods occur.
The Provincial People's Committee assigned the Thanh Phong Commune People's Committee to immediately deploy necessary measures to ensure the safety of people and property of households living in areas at risk of landslides. Organize regular monitoring, closely monitor the development of landslides and promptly report to competent authorities when dangerous situations occur. Organize the setting up of barriers, put up warning signs within the landslide area and inform and propagate to people and units in the area to proactively prevent; absolutely do not allow people to enter dangerous areas, especially when there is rain or flood. Urgently develop, approve and deploy in practice response plans in accordance with regulations, ensuring the safety of people and property according to the "4 on-site" motto, in which it is necessary to proactively relocate and evacuate households to safe places, and implement appropriate reinforcement measures to limit the development of landslides.
Thanh Hoa Newspaper and Radio - Television Station are responsible for informing and warning about the above emergency situation so that people know and proactively prevent it.
Regarding remedial measures to ensure long-term safety, the Provincial People's Committee assigned the People's Committee of Thanh Phong commune to urgently organize a survey, specifically assess the scope, scale, and extent of landslides and determine appropriate treatment options, complete the dossier, report to competent authorities for consideration, decide on financial support for investment and implementation, ensuring long-term stability in accordance with the provisions of law.
The Department of Agriculture and Environment and the Department of Construction, according to their assigned functions and tasks, shall study the handling plan dossier of the People's Committee of Thanh Phong commune, based on current legal regulations and actual situation, and shall have a written response to the People's Committee of Thanh Phong commune no later than 15 days after receiving the request of the unit.
The Department of Finance shall urgently preside over and coordinate with relevant units to study the dossier of the handling plan and the proposals and recommendations of the People's Committee of Thanh Phong commune; based on current legal regulations, provide advice and propose to competent authorities to consider and decide on financial support to handle and overcome the landslide incident, and report to the Chairman of the Provincial People's Committee the implementation results no later than 20 days after receiving the request of the People's Committee of Thanh Phong commune.
