By early October 2024, there were still 84 organizations and individuals who had not received compensation and support for GPMB.

Thanh Xuan Trung Ward People's Committee said that most households have not agreed with the compensation and site clearance plan because this land does not have a land use right certificate.

The land of these households is the result of a decision by some agencies to allocate land to officials and employees to build sales kiosks. However, these decisions clearly state: These plots of land cannot be bought, sold, or transferred and must be returned to the state when it is necessary to reclaim them for project implementation.

These households have also filed complaints to the City Inspectorate, petitions to the Hanoi City People's Court and the Hanoi High People's Court. The City Inspectorate as well as the courts have affirmed that the District and Ward People's Committees have complied with the provisions of law and procedures in site clearance work.
