Need to create an agricultural picture with many unique ecological layers

That was the direction of the Standing Committee Member of the Provincial Party Committee, Permanent Vice Chairman of the Quang Tri Provincial People's Committee Hoang Nam at the working session with the Department of Agriculture and Environment (DARD) on assessing the implementation of tasks in the past time, deploying tasks in the last months of 2025 and 2026 on the afternoon of July 30. Attending the working session were representatives of leaders of relevant departments, branches and sectors.

According to the report of the Department of Agriculture and Environment, from the beginning of 2025 up to now, in the context of both implementing the 2-level local government model and ensuring the completion of growth targets, the agriculture and environment sector has closely followed the synchronous and timely direction of the province, focusing on stabilizing the organization, improving management effectiveness, promoting administrative reform, perfecting institutions, actively transforming digitally, ensuring smooth operation, not interrupting the direction and management activities to promote recovery and development of production in new conditions.

After the merger, the Department of Agriculture and Environment has a team of department leaders, 10 specialized departments, 34 affiliated units (6 sub-departments and 28 public service units) and 3 units assigned to manage; reducing 60% of the number of departments, 58% of state management sub-departments, 23.2% of public service units, and simultaneously receiving 12 more public service units transferred from the district level. The total number of cadres, civil servants, public employees and workers of the department is 2,411 (613 civil servants, 1,522 public service employees, 276 contract employees).

In the first 7 months of the year, the growth rate of the agriculture, forestry and fishery sector reached 3.79%, achieving the set target, with the total production value of the entire agriculture and environment sector reaching nearly 5,520 billion VND, accounting for 20.44% of the province's GRDP.

Based on the achieved results and estimated results in 2025, the agriculture and environment sector estimates that from 2021-2025: 6/8 main socio -economic targets of the sector will meet the plan, 2/8 forecast targets will be difficult to achieve, which are the target of GRDP structure of the sector/general GRDP of the province and the rate of communes meeting new rural standards (these 2 targets are difficult to achieve due to dependence on the proportions of other economic sectors and due to the arrangement of 2-level administrative units).

The Ministry of Agriculture and Rural Development has also proposed 8 groups of key tasks and solutions to effectively carry out tasks in the last months of the year and in 2026.

Concluding the working session, Standing Vice Chairman of the Provincial People's Committee Hoang Nam highly appreciated the results that the agriculture and environment sector has strived to achieve in the past time; further analyzed some existing problems and pointed out some key orientations and tasks that the agriculture and environment sector needs to carry out in the coming time.

In particular, the Department of Agriculture and Environment needs to orient the implementation of agricultural products from "raw" to "refined" production; new institutions - new finance - new technology; regional linkage - economic corridor connection. In particular, it is necessary to create an agricultural picture with many unique ecological layers (in the coastal sand area from Bo Trach to Vinh Linh, the narrow plain area from Hai Lang to Le Thuy, Quang Ninh, the semi-mountainous hilly area from Tuyen Hoa to Huong Hoa, the border forest area and the ethnic minority area).

At the same time, carry out the fields of forestry and cultivation; direction work against IUU fishing; rural development; livestock and environmental resources...

Regarding the proposals, the Standing Vice Chairman of the Provincial People's Committee requested the Department of Agriculture and Environment to proactively coordinate with relevant departments, branches and localities to unify the plan and have a written proposal for the Provincial People's Committee to consider and resolve in accordance with regulations.
