It is necessary to build a Master Plan for Hoi An heritage in the new period.

On October 20, the People's Committee of Da Nang City held a conference to summarize the overall investment plan for preserving, restoring and promoting the value of the World Cultural Heritage of Hoi An ancient town associated with urban and tourism development, period 2012-2025.

According to the Department of Culture, Sports and Tourism of Da Nang City, on January 12, 2012, the Prime Minister issued Decision No. 78/QD-TTg approving the Master Plan for Investment in Conservation, Restoration and Promotion of the World Cultural Heritage of Hoi An Ancient Town in association with urban and tourism development, period 2012-2025. The planning tasks include planning for investment in conservation of cultural heritage, planning for investment in association with tourism development, and perfecting the legal system for heritage management.

Estimated investment planning in this period with a total investment of 1,324 billion VND. Capital sources with capital structure include: capital for national target programs, capital for targeted support programs of the Government, capital for government bonds, ODA capital, capital from sources of exploiting relics and tourism , capital of the people...

Speaking at the conference, Ms. Nguyen Thi Anh Thi, Vice Chairwoman of the People's Committee of Da Nang City, acknowledged that after more than 13 years of implementation, the planning has created comprehensive changes in the work of preserving, embellishing and promoting the value of the ancient town of Hoi An. The local community has raised awareness and role in heritage conservation. Hoi An continues to be one of the top destinations for tourism in Vietnam and the world; at the same time, it is a successful model of heritage conservation associated with sustainable development...

According to the assessment, the Planning tasks have been concretized into specific programs and project plans, closely following the approved conservation and development orientation. In each field of cultural heritage conservation, heritage management, relic restoration, museums, etc., many practical activities have been implemented, bringing specific results. In particular, conservation activities not only take place within the Heritage area, but also extend to the buffer zone and the outskirts, ensuring the overall, cohesive and unified nature of the ancient urban space.

At the same time, the tourism sector has developed strongly in terms of infrastructure, technical facilities, resources and scope of operations, and diversified product types. Hoi An has made a clear shift towards “Green Tourism”, associated with the goal of sustainable and environmentally friendly development.

Conservation is difficult

According to statistics, from 2012 to June 2025, Hoi An achieved 81 tourism titles voted by prestigious international and domestic organizations. During this period, the number of visitors buying tickets to visit the heritage site was 17.38 million, of which domestic visitors were 3.3 million and foreign visitors were 14 million. Mr. Hoang Dao Cuong, Deputy Minister of Culture, Sports and Tourism, said that the 2012-2025 planning period is one of the necessary and important legal bases on the journey of preserving and promoting the value of Hoi An ancient urban heritage. After nearly 13 years of implementing the Planning, although there are still difficulties, problems and limitations, the results achieved are quite large and comprehensive, synchronous in both the field of heritage conservation and promotion associated with tourism activities.

The planning has created a solid foundation for the development of Hoi An urban area in the direction of ecological - cultural - tourist characteristics. Hoi An has become a model not only in Vietnam but also at the regional and world levels in harmoniously solving the problem of "preservation" and "development" of cultural heritage in contemporary life.

The Deputy Minister of Culture, Sports and Tourism acknowledged that the urgent issue is to build a new Master Plan for the heritage in the next phase. Preserving the ancient town of Hoi An is an extremely difficult task due to its characteristics as a living heritage city, requiring perseverance, carefulness and science to raise and solve related issues.
